Прибывшие на место сотрудники патрульно-постовой службы доставили потерпевшего в отдел полиции для выяснения обстоятельств произошедшего. Однако, по заявлению мужчины, в отделе его стали избивать уже сотрудники полиции.
Первоначально уголовное дело по ч.3 ст.286 Уголовного кодекса РФ (превышение должностных полномочий) было возбуждено в отношении 28-летнего участкового уполномоченного Ивана Шипицына. Кроме того, в ходе расследования были установлены еще двое полицейских — следователь отдела полиции N5 Иркутска Василий Загорьян и инспектор патрульно-постовой службы Евгений Глацунов, которые подозреваются в превышении должностных полномочий. Их причастность к избиению задержанного подтверждается записью с камер видеонаблюдения.
По данным ведомства, обвиняемый в преступлении полицейский принят на службу в 2005-м, а в 2009-м назначен на должность участкового уполномоченного. Ранее он имел дисциплинарные взыскания, однако решением аттестационной комиссии все же был принят в органы полиции. Что послужило принятию такого решения, еще предстоит выяснить.
