«От имени губернатора Санкт-Петербурга Валентины Матвиенко, от имени правительства Санкт-Петербурга и петербуржцев выражаю самые глубокие соболезнования народу Норвегии в связи с трагедией, постигшей страну. В результате террористических актов погибло большое количество ни в чем неповинных людей.
Весь мир глубоко потрясен бессмысленным и жестоким преступлением. Боль трагедии в Норвегии отозвалась в сердцах всех петербуржцев.
