Правительство РФ не включило в повестку заседания комиссии по регулированию алкогольного рынка предложение Минфина о повышении акцизов на алкоголь. Об этом сообщили в секретариате первого вице-премьера правительства Виктора Зубкова.
Заседание комиссии намечено на 11 июня с.г., на нем будет обсуждаться ход реализации комплекса мер по повышению эффективности регулирования рынка алкогольной продукции в РФ и производства этилового спирта. Предполагается заслушать доклады руководителя Росалкогольрегулирования Игоря Чуяна, статс-секретаря, заместителя министра финансов РФ Сергея Шаталова и замминистра здравоохранения и соцразвития РФ Вероники Скворцовой.
Напомним, что Минфин РФ подготовил и разослал в заинтересованные ведомства проект поправок в Налоговый кодекс на 2011-2013гг., предусматривающий значительный рост акцизов на крепкие спиртные напитки. В настоящее время размер акциза на крепкий алкоголь рассчитывается исходя из ставки 210 руб. за 1 л спирта, содержащегося в подакцизном товаре. При этой ставке размер акциза в стандартной 40-градусной бутылке водки объемом 0,5 л составляет 42 руб.
Действующий Налоговый кодекс РФ предусматривает рост ставки акциза на крепкий алкоголь до 231 руб. в 2011г. и 254 руб. в 2012г. Проект новой редакции НК предполагает увеличение ставки водочного акциза до 330 руб. в 2011г., до 490 руб. — в 2012г. и до 650 руб. — в 2013г.
Накануне заместитель министра финансов РФ Сергей Шаталов заявлял, что Минфин предлагает увеличить минимальную цену одной бутылки водки в течение трех лет до 200 руб. По его словам, законопроект об индексации акцизов на алкогольную продукцию, разработанный Минфином, предполагает постепенное повышение минимальной цены одной бутылки водки: в 2011г. — до 120 руб., в 2012г. — до 160 руб., в 2013г. — до 200 руб. Замминистра напомнил, что в настоящее время минимальная стоимость бутылки водки, исходя из существующих акцизов, составляет 90 руб. "Мы считаем, что водка не должна быть дешевой, это не товар первой необходимости", — пояснил он позицию Минфина.
