Над Россией гремит эхо не прошедшей войны

В российской армии очередное ЧП. При утилизации боеприпасов на нижегородском полигоне Мулино произошел взрыв. Трагический итог – 6 погибших, 4 тяжелораненых. Все военнослужащие 9-й отдельной мотострелковой бригады. На месте происшествия работает комиссия Минобороны во главе с командующим войсками Западного военного округа генерал-полковником Аркадием Бахиным. По факту произошедшего возбуждено уголовное дело по части 3 статьи 349 УК РФ – «Нарушение правил обращения с предметами, представляющими повышенную опасность для окружающих, повлекшее по неосторожности смерть двух и более лиц». Утилизация в Мулино приостановлена. Но проблема уничтожения старых боеприпасов требует решения.

Взрыв произошел во время разгрузки предназначавшихся для утилизации противотанковых управляемых ракет, изготовленных более 40 лет назад. По предварительной информации, причиной стало нарушение техники безопасности. Так продолжилась цепь трагических инцидентов последних лет. Достаточно сказать, что только в 2011 году в России случилось пять взрывов боеприпасов на военных полигонах. На полигоне Ашулук в Астраханской области погибли восемь военнослужащих, столько же получили ранения. Другой взрыв и последовавший за ним пожар на артиллерийском арсенале в Удмуртии привели к гибели одного человека, ранены около ста. Можно вспомнить и историю под Владивостоком ровно 20 лет назад. Тогда рванули главные артсклады Тихоокеанского флота, на которых хранилось около 2 миллионов снарядов крупного калибра для корабельных орудий, торпеды, глубинные бомбы, морские мины, патроны. Серия взрывов уничтожила 8 из 36 хранилищ, в которых находились боеприпасы, для перевозки которых потребовалось бы 1155 железнодорожных вагонов. Суммарная мощность всех взрывов составила 50 мегатонн. Это равняется мощности взрыва советской термоядерной авиационной бомбы АН602 (неофициальные названия: «Царь-бомба», «Кузькина мать») — самого мощного из когда-либо испытанных в мире взрывных устройств.

Ситуацией с утилизацией боеприпасов озаботилась Генеральная прокуратура РФ. В начале 2012 года она подготовила специальный доклад и сделала вывод: причиной происшествий являются просчеты при организации работ и отсутствие надлежащей системы подготовки личного состава. Но эти заключения носят явно поверхностный характер. Быть может, за исключением одного – к началу 2010 года более 50 арсеналов находились в черте городов. В том числе крупных: Москва, Владивосток, Ярославль. Это не вредительство. Просто арсеналы создавались без учета стремительного роста агломераций. Но военное ведомство и само стремится вывести артсклады за пределы городов. Выводы Генпрокуратуры ему для этого не нужны.

Что касается мер безопасности, то в рамках принятой Минобороны программы утилизации боеприпасов в мельчайших деталях продуман режим спланированных работ. Разработано методическое пособие, где расписан весь цикл утилизации – с момента похода до момента окончательного уничтожения. Боеприпасы классифицированы по группам опасности. Этими документами снабжены все руководители арсеналов и командиры подразделений, осуществляющих утилизацию. Издана памятка для каждого военнослужащего, привлекаемого к этим работам. Проводятся инструкторско-методические занятия в соответствии с воинской специальностью подрывников, такелажников, водителей. У всех принимаются зачеты. Командиры групп взрывных работ, получившие специальное образование в инженерных училищах, повторно прошли подготовку, еще раз изучив курс по уничтожению боеприпасов методом подрыва.

Казалось бы, все предусмотрено. Однако взрывы гремят по-прежнему. Почему? Здесь нужно вспомнить о законе больших чисел. Чем больше ружей висит на стенах, тем больше вероятность стрельбы.

СССР в принципе готовился воевать со всем миром. Кстати, одной из причин победы красной стороны в Гражданской войне явилось наличие в распоряжении большевиков тыловых оружейных складов царской армии. Красноармейцы не испытывали недостатка в вооружении и боеприпасах. Советский ВПК лавинообразно наращивал производство. Ежегодно выпускалось более миллиона тонн боеприпасов. После распада СССР на территории России оказалось 180 арсеналов, баз и складов, заготовленных для так и не начавшейся войны.

Чего стоили одни лишь запасы 14-й армии в приднестровской Колбасне! Многое за прошедшие годы утилизировали, еще больше израсходовали в локальных конфликтах на постсоветском пространстве. Однако к началу 2010 года на артскладах вооруженных сил РФ еще находилось более 9,5 млн тонн боеприпасов. При необходимом запасе в 3 млн тонн обычных (неядерных) боеприпасов. Остаток – 6,5 млн тонн – нужно ликвидировать.

Решать проблему решили несколькими путями. Сначала посчитали промышленные ресурсы. Оказалось, что они могут утилизировать не больше 200 тысяч тонн боеприпасов в год. Кроме того, в арсеналах возможности по разборке боеприпасов в специальных цехах составляют не более 100 тысяч тонн. Если использовать исключительно механическую разборку, утилизация займет более 20 лет. И тогда коллегией Минобороны было принято решение об утилизации боеприпасов на военных полигонах. И начиная с 2010 года специально сформированные подразделения начали работы по подрыву и сжиганию.

За два года было утилизировано столько боеприпасов, сколько удалось уничтожить все предыдущие 19 лет. Только в 2011 году на 65 полигонах силами 255 подрывных групп было уничтожено более 1,3 млн тонн различных боеприпасов. Еще 148 тысяч тонн разобрали непосредственно в арсеналах. Наконец, промышленность приняла для утилизации более 250 тысяч тонн. Этим же курсом планировалось следовать и в нынешнем году. Более 1,7 млн тонн – взрывным способом на 46 полигонах, 180 тысяч тонн – на промышленных предприятиях, более 95 тысяч тонн – на арсеналах. В 2013 году планировалось утилизировать оставшиеся 1,8 млн тонн. Так к началу 2014-го собирались выйти на искомый 3-миллионный рубеж.

Внедрялись и новые технологии. Например, метод реактивного прожигания и выжигания взрывчатых веществ, который исключает подрыв боеприпасов методом детонации. Попутно строятся современные склады, отвечающие всем требованиям безопасности. На это выделено 90 млрд рублей. К началу 2015 года в них должны переместить все остающиеся боеприпасы.

Основная нагрузка по утилизации легла на три полигона – Ашулук, Цугол и Мулино. Например, на Ашулуке в 2012 году планировалось утилизировать 460 тысяч тонн боеприпасов. И теперь с учетом всего вышесказанного становится ясно, почему снаряды по-прежнему взрываются и люди по-прежнему гибнут. Это как на больших учениях, когда потери просто запрограммированы. Или на самой настоящей войне. С никому уже не нужным оружейным наследием.
