Риторика властей явно меняется. Прошлогоднее шапкозакидательство вот-вот будет забыто. Население приучают к суровым будням. Самый доходчивый язык – данные социальных ведомств. «К сожалению, прогнозы оправдываются, констатирует вице-премьер Ольга Голодец: – По официальной статистике, численность бедных достигла 22 миллионов человек. Это критично». Кто бы спорил. Странное впечатление создаёт не цифра и не характеристика. А тональность отстранённой констатации. Правительство как бы сообщает о положении, созданном неизвестно кем.
То есть, некоторые объяснения звучат. Санкции, контрсанкции… В общем, мстят нам за наш Крым. Но Ольга Голодец имеет не ту репутацию, что Дмитрий Рогозин, Владимир Мединский или Сергей Лавров. Она никогда прежде не замечалась в склонности к политическим спекуляциям и державной демагогии. И сейчас, надо заметить, социальный вице-премьер не педалировала ксенофобию, не искала виновных за бугром. Просто рассказывала, как обстоят дела.
А обстоят они очень невесело. Уже прошлой осенью за чертой бедности жили 15,7 млн россиян из 146,1 млн. Больше, чем каждый десятый. В мартовскую годовщину «Крымнаша» это количество возросло почти на полмиллиона. Прошли ещё четыре месяца, вероятно, объективизировалась и методика подсчёта. Теперь – 22 млн. Это те, кто имеет в месяц меньше 9662 рублей.
О причинах вице-премьер много говорить не стала. Наверное, это и не обязательно, поскольку они очевидны. Резкий рост военных, полицейских, идеологических затрат должен ведь кем-то оплачиваться. Тем более, что расходы на контрреволюцию увеличиваются на фоне снижения главных доходов – от экспорта энергоносителей. Вот, кстати, подоспело ещё одно направление утечки – пора спасать греческое правительство Ципраса, гордо рухнувшее в банкротство. В мире ведь не так много государств, с пониманием относящихся к нынешнем Кремлю.
Голодец рассказала о правительственных мерах противостояния пугающей тенденции массового обеднения. Например: «Мы разрешили воспользоваться материнским капиталом тем, кто в нем нуждается, не привязывая его к ипотеке. Из 3,2 миллиона граждан, которые имеют право на то, чтобы воспользоваться этой новой мерой, 1 миллион 39 тысяч подали заявление. 380 тысяч семей уже получили компенсационную выплату». Другой метод – сохранение накопительного элемента пенсий. Обещано также не сокращать количество бюджетных мест в образовательной системе. Кстати, по словам Голодец, растёт спрос на обученных медиков и инженеров. А вот экономисты и юристы сейчас не так сильно востребованы. В целом четверть выпускников остаются нетрудоустроены. Что тоже не способствует нормальным личным доходам.
Положение на рынке труда вообще отдельная тема. Лишь две трети трудоспособного населения России – 48 млн из 75 млн человек – имеют официальное рабочее место, зарегистрированы по соответствующим формам и платят налог с дохода физического лица. Получается, каждый третий либо безработный, либо, что гораздо чаще, трудится в теневой экономике. Не обязательно в подпольном цеху (что тоже уже не выглядит фантастикой; back in USSR запущен недаром). Для этого достаточно получать оплату по неформальной договорённости. Что и происходит сплошь и рядом. Если государственная политика мало озабочена нуждами граждан, они отвечают тем же.
Вице-премьер сообщила, что в 2014 году 800 тысяч человек «вышли из тени» и официально устроились. Эту цифру Голодец назвала большой. «И это хорошо, – сказала вице-премьер. – У этих людей пошёл официальный стаж, все выплаты – официальные». Непонятно лишь, почему при таких очевидных выгодах официального положения, люди не торопятся их получить. Зачем-то для этого требуются упомянутые Голодец «усилия Роструда».
Можно предположить простое объяснение. Размер этих официальных выплат при официальном стаже не слишком привлекателен. Труд в тени, при всём риске и неустойчивости, бывает более осмысленным, по крайней мере, с точки зрения реальной зарплаты.
А ведь ещё не так давно дела обстояли иначе. Менее трёх лет назад Центр социальной политики Российской академии народного хозяйства и госслужбы бодро рапортовал: бедных в России больше нет. Две трети населения пользуются благами цивилизации на уровне западных стандартов, остальные – как минимум на уровне среднего класса «развивающихся стран». На кормление топающих котов россияне уже тратили втрое больше американцев, чего ещё желать? В каждом доме не только холодильник, но и мобильник, пылесосами чистят видеомагнитофоны. Пятая часть потребительских сумм – банковские кредиты, вот круто! В год совершается за 20 млн загранпоездок.
Без тени иронии комментаторы писали о «финансово-экономических благах, нежданно свалившихся на головы россиян». Глубокомысленно рассуждали о надвигающемся «мировоззренческом сдвиге». Теперь, значит, разбогатевшие сограждане затребуют качественного жилкоммунхоза, а там и эффективного правосудия. Правда, 8% и тогда не хватало на еду, отмечалась тенденция принудительных переводов на половинную рабочую неделю с соответствующими последствиями для заработков, вспоминались задержки зарплат. Но это казалось арьергардными боями прошлого.
Было это, повторимся, всего лишь в 2012 году. Считалось, что полицейская расправа на Болотной площади как бы защищает возросшее благосостояние россиян от безответственных политических авантюристов. Что стало с этим благосостоянием за истекший период, мы теперь узнаём от Ольги Голодец. Получается, авантюристы всё-таки прорвались к власти?..
