Российская экономика начала восстановление, но оно не будет быстрым — стране удастся выйти на докризисные темпы роста лишь через три года, признал в среду министр финансов РФ Алексей Кудрин.
"Мы говорим о медленном выходе из кризиса, о том, что то дно, на которое мы упали — это для России снижение за год на 8,5-8,7 процента. В следующем году, если мы вырастем на 1,6 процента, то мы все равно будем ниже докризисного уровня. Докризисный уровень ВВП Россия предполагает восстановить в четвертом квартале 2012 года", — сказал Кудрин.
Минэкономразвития РФ прогнозирует спад ВВП в 2009 году на 8,5 процента, а затем — в 2010 году прирост этого показателя на 3,1 процента.
До пересмотра в декабре прогноз на 2010 год находился на уровне 1,6 процента, то есть на том уровне, о котором в среду сказал Кудрин.
"Это примерно три года — этот сложный период разрешения всех накопившихся до кризиса и во время кризиса проблем. Это будет сложный период, к нему надо готовиться. Это будет рост, но ВВП будет ниже докризисного уровня", — предупредил Кудрин.

Экономический спад в России замедлился в ноябре до 3,8 процента в годовом выражении с 8,1 процента месяцем ранее, а в месячном исчислении очищенный от сезонности ВВП растет шестой месяц подряд, сообщило в среду Минэкономразвития.
Замглавы Минэкономразвития Андрей Клепач сказал журналистам в среду, что экономический рост в ноябре к октябрю 2009 года составил 0,8 процента. Месяцем ранее этот показатель составлял 0,3 процента.
Кудрин считает, что по итогам IV квартала экономика вырастет более чем на два процента, однако это не спасет ее от глубочайшего спада по итогам года:
"Если за январь-ноябрь мы имеем падение ВВП на 9,1 процента, то по году мы выходим на падение от 8,5 до 8,7 процента", — сказал Кудрин, выступая в Госдуме.
В начале декабря Клепач признал, что темпы прироста ВВП в четвертом квартале текущего года будут ниже первоначальных предположений Минэкономразвития — около 2,0 процентов к третьему кварталу по сравнению с ранее ожидавшимися 3,0-4,0 процентов.
Росстат считает ВВП поквартально, и его данные появляются существенно позже оценок Минэкономразвития.
Согласно первой оценке Росстата, экономика в третьем квартале 2009 года сократилась на 8,9 процента к аналогичному периоду прошлого года и выросла на 13,8 процента к предыдущему кварталу.
Клепач заявил в среду и о другом признаке посткризисного восстановления — очищенный от сезонности объем промышленного производства в РФ вырос в ноябре на 2,4 процента к октябрю, что стало лучшим показателем в этом году.
Согласно данным Росстата, в ноябре российская промышленность показала первый с октября 2008 года прирост в годовом выражении благодаря эффекту низкой базы, росту добычи в ориентированных на экспорт отраслях и наступившим холодам.
Промпроизводство выросло на 1,5 процента к ноябрю 2008 года и на 2,0 процента к октябрю текущего года.
Кудрин также сказал в среду, что правительство РФ к 1 ноября потратило 900 миллиардов рублей из 1,3 триллиона рублей, заложенных в бюджете текущего года на антикризисные меры.
В частности, из выделенных на госгарантии по кредитам более 240 миллиардов рублей уже предоставлены гарантии 38 компаниям на 81 миллиард рублей, что позволило им привлечь кредиты на 158 миллиардов рублей. Общая сумма займов, привлеченным благодаря готовности государства гарантировать возврат части суммы, составит 500 миллиардов рублей.
