О стабилизации инфляции, как о свершившемся факте, говорит и премьер-министр: «В следующем году мы рассчитываем выйти уже на 4% инфляции, что, естественно, позволит проводить и более полезную для бизнеса кредитную политику». Самый эффективный российский менеджер Анатолий Чубайс этого, кажется, даже и не замечает. Главное — перспектива, в которой его устраивают даже и 5%. «Инфляция в 4—5% — это другой бизнес-горизонт, это способность увидеть свой бизнес не на год, а минимум на 3—5 лет, это радикальное снижение процентных ставок и увеличение доступности кредитов и это, конечно, реальная предпосылка для экономического роста».
Возможно, горизонт на ближайшие три года — это действительно предел мечтаний российского бизнесмена. Но так ли он достижим, как видится из высоких министерских кабинетов? Официально считается, что в период кризиса инфляция составляла 11,2—13%, однако недавно глава Минфина Антон Силуанов неожиданно проговорился: в период кризиса она была 17,6%. Проговорка связана с теми же возбуждающими 6%.
Но вот незадача. Минэкономразвития, даже лишённое главного вредителя экс-министра Алексея Улюкаева, продолжает сеять пессимизм. «Рост цен на продовольственные товары внес основной вклад в ускорение еженедельной инфляции. На отчётной неделе наблюдались более быстрые темпы удорожания как плодоовощной продукции —1,5%, так и продовольственных товаров без плодоовощной продукции — 0,2% (против 1,2% и 0,1% соответственно неделей ранее)», — сказано в последнем, постулюкаевском, мониторинге министерства. Возможно, надо было упразднить всё министерство чохом. Чтобы не портило картины всеобщего ликования. Тем более, что падение реальных доходов россиян по итогам года будет почти вдвое выше, чем предполагалось — 4,7—4,9% против 2.8%. И это не может не вызывать беспокойства: уменьшение доходов автоматически влечёт за собой неплатежи. И необходимость жёстко взымать недоимки.
Эту ситуацию решили исправить народными избранниками. По словам главного судебного пристава Татарстана Радика Ильясова в Госдуме уже получила одобрения инициатива отбирать у злостных должников водительские права. Ранее приставы получили разрешение лишать водительских прав должников по алиментам.
Но наиболее действенной мерой станет новое законодательство, разрешающее превращать квартиру должника в коммуналку. Условия простые: не платишь — получи положенные квадратные метры на каждого члена семьи, остальные метры в продажу. Любопытно, правда, что будет происходить с теми, кто не станет платить и за оставшийся метраж. Возможно, конечно, что грядущие 4%, когда будут достигнуты, откроют перед ними некие горизонты. И осталось этого ждать всего ничего.
