Fitch также подтвердило краткосрочный РДЭ Российской Федерации в иностранной валюте на уровне F3, а также потолочный страновой рейтинг на уровне BBB+.
Пересмотр прогноза по рейтингу отражает рост уверенности агентства в экономической и финансовой стабильности в России. Рост цен на нефть, восстановление притока капитала в частный сектор и экономической активности, сокращение инфляции, снижение рисков для банковского сектора и меньший, чем ожидалось, дефицит бюджета склонили аналитиков Fitch к пересмотру прогноза по российскому рейтингу на "стабильный" с "негативного".
Fitch полагает, что риски для банковского сектора в некоторой степени снизились в связи со стабилизацией экономики, а также с увеличением способности банков к поглощению убытков. В то же время, качество активов банков продолжает вызывать озабоченность агентства.

Более того, в 2009г. частный сектор погасил внешнюю задолженность на сумму в 22 млрд долл., а отток капитала (за исключением прямых иностранных инвестиций) был на самом низком уровне с 2001г., отмечает агентство.
Прогноз по российскому бюджету также улучшился. Министерство финансов РФ на этой неделе сообщило, что дефицит федерального бюджета составил в 209г. 5,9% от ВВП (по сравнению с прогнозируемыми еще в ноябре 2009г. 7,7%).
Лучшие, чем ожидались, итоги 2009г. и более высокие цены на нефть позволили агентству пересмотреть прогноз по дефициту бюджета России на 2010г. в лучшую сторону — с 6% до 5%. Тем не менее, предупреждает Fitch, сохраняются риски для роста ВВП, реализации ужесточения кредитно-денежной политики и нефтяных цен.
Агентство также отметило, что ВВП России снова начал расти.
