«Китай испытывает серьёзные проблемы с регулированием, — заявил Сорос на экономическом форуме в Шри-Ланке. — Я бы сказал, это равносильно кризису. Глядя на финансовые рынки, я вижу серьёзные проблемы, которые напоминают кризис 2008 года». Прислушаться к предсказаниям самого знаменитого спекулянта стоит хотя бы потому, что они нередко сбываются. Российский рубль скатился до нового рекордного минимума — почти 75 рублей за доллар. Зато почти никак не отреагировал на этот всемирный обвал российский фондовый рынок. По той простой причине, что как во многих странах третьего мира, почти не развит. Как полагают эксперты, то небольшое количество его участников, которое составляет 0,1% населения РФ, его попросту не заметило в связи с празднованием Рождества. Единственной зримой реакцией на всемирные события стало очередное падение стоимости нефти. Сегодня стоимость февральских фьючерсов на североморскую нефтяную смесь марки Brent составила 34,43 доллара за баррель, нефть марки WTI — 33,90 доллара за баррель. Но и это событие взволновало лишь узкий круг заинтересованных лиц и некоторые СМИ. Основная масса российских граждан продолжили празднование.
Между тем, агентство Bloomberg, ссылаясь на аналитиков Citigroup и UBS, прогнозирует, что в ближайшие месяцы нефтяные цены могут упасть до $30 за баррель. И это — для РФ — можно считать оптимистическим прогнозом. Как полагают эксперты Royal Bank of Scotland, в начале нового года снижение стоимости нефти будет продолжаться, и может достичь $16 за баррель. Если учесть, что в российском бюджете-2016 заложена цена $50 за баррель, то в самое ближайшее время следует ожидать некоторых неожиданностей.
«В 2016 году, если цены на нефть продолжат снижение в районе $25 за баррель, что очень вероятно, то мы можем увидеть курс 100 рублей за доллар уже весной», — полагает Алексей Антонов, аналитик «Алор Брокера». Это не только не будет способствовать прогнозируемому росту ВВП на 0,7%, но, по оценке Владимира Назарова, директора Научно-исследовательского финансового института Минфина России, масштабы его падения будут примерно такими же, как в 2015 году (минус 3,8—3,9%).
Причём уже совершенно не принципиально, будет ли нефть стоить $16 или $29 за баррель. Поскольку в любом случае экономику РФ ожидает череда шоков и рецессия. Сокращены будут не только социальные проекты. Вырастет инфляция, упадут инвестиции, сократится импорт.
Накануне Нового года министр экономического развития Улюкаев оптимистично заявил, что низкие цены на нефть на мировом рынке могут годами сохраняться на уровне в $45—50 за баррель. Это потребует от россиян в полной мере постичь «науку или искусство жить в других условиях». О том, какую «науку или искусство» следует изучать при $16—29, он, видимо, не знает сам. Поговаривают, что об этом знает бывший министр финансов Кудрин, и с ним даже были проведены по этому поводу некие переговоры. Возможно. Это, однако, не повод для пессимизма, полагает Сергей Калашников, первый заместитель главы экономического комитета Совфеда. «Сам по себе прогноз очень условный. Мировой кризис связан с трансформацией всей экономики и переходом к новому, шестому укладу развития — информационному производству», — сказал он.
И хотя РФ пришла к этому этапу совершенно неподготовленной, у неё есть масса преимуществ перед передовыми и развитыми в этом плане странами.
