Премьер-министр Дмитрий Медведев поставил подпись под документом, утверждающим новые тарифы на коммунальные услуги. Для 2016 года предусмотрен рост, составляющий в разных регионах от 3% до 7,5%. Цены планируется поднять с июля. Самый значительный рост ожидает москвичей. Для столичных жителей поправка составляет максимальные 7,5%. Петербуржцев ждет вторая по величине индексация – 6,5%. Меньше всего тарифы вырастут в Северной Осетии, жители которой с лета следующего года будут платить за ЖКХ лишь на 3% больше.
Если попытаться найти закономерность в представленных цифрах роста цен, то можно заметить, что для Центральной России рост тарифов составит в среднем 4%. Резко выделяется на этом фоне только Пензенская область, в которой коммунальные услуги подорожали на 5,9%. Вразумительного объяснения этому, если не считать рассуждений на тему аппетитов региональных отраслевых министров, нет. Пенза уже несколько лет подряд демонстрирует устойчиво высокий уровень роста цен на коммунальные услуги. Местное руководство пеняет на рост услуг, оказываемых населению транспортировщиками газа, но это опять же ничего не объясняет. Непонятно, почему транспортировщик оказался так жаден именно в этом регионе, а, к примеру, в Тамбовской области достаточно 3,9% тарификации. Никакой реконструкции газопроводов в области не проводится, тарифы растут по слабо понятной причине.
Сценарную развертку цен по регионам обеспечивает Минэкономразвития. Однако в расчёт также включаются «дополнительные факторы, влияющие на рост платы граждан, связанные с заявлениями организаций о разногласиях в области государственного регулирования тарифов на товары и услуги организаций коммунального комплекса и досудебного регулирования споров». Таким словесным щитом прикрывают откровенный произвол на местах.
Коммунальщики утверждают, что рост тарифов происходит автоматически вслед за подъёмом цены природного газа. Для юридических лиц цена на газ складывается из цен на оптовом рынке, а также затрат по перекачке газа и услуг по его реализации. Как известно, оптовая цена на природный газ для юридических лиц в прошлом году была заморожена. Но лишь оптовая цена – затраты на транспортировку подросли, поэтому имеется рост цен. Отсюда и рост тарифов, в основном на тепло.
И снова остаётся непонятным, по какому принципу работает транспортировщик газа до конечного потребителя, стоимость услуг которого так разнится от региона к региону. Особенно неясен механизм роста в таких слабогазифицированных регионах, как Саха или Тыва, в которой рост цен составит в 2016 году 5,6%. Стандартное пояснение там не срабатывает.
В прошлом году Пензенская область по росту тарифов обогнала даже Москву (9,2% против 4%), да и вообще установила рекорд по росту цен на коммуналку. И такой регион с загадочным принципом ценообразования совсем не единичен. Например, если для далёкого Сахалина бюджет ЖКХ сверстали из расчета 3,9% роста, то для несколько более приближенной к центру Саха-Якутии эта цифра составляет уже 6,5%.
Как видно, в этом году в основном цены растут согласно «табели о рангах» отдельных областей и краев. Чем выше статус, тем выше рост. Например, он очевидно повышен для регионов со столицами-миллионниками, вроде Нижнего Новгорода и Екатеринбурга. Но логики повышения цен в зависимости от удалённости от центров газораспределения и электромагистралей почти не прослеживается.
Рост сумм в квитанциях зависит от размера предельных индексов роста коммунальных платежей, прописанных в законе. Ежегодное повышение квартплаты складывается из двух частей: размера предельного индекса, который рассчитывается правительством РФ, и региональной надбавки. От того, насколько позволено местным властям варьировать вторую составляющую, зависит ценовая кривая. Более того, для различных муниципалитетов предусмотрен ценовой люфт в несколько процентов. Разумеется, когда решение правительства допускает вариации, они, как правило, выбираются по максимуму в сторону повышения. Без всяких обоснований.
Учитывая, что жилищные тарифы составляют 2/3 от общих затрат граждан на коммуналку, пояснение роста цен могло бы увязываться с инфляцией. Однако ценообразование в отрасли не настолько хитрое, чтобы предполагаемый уровень ценового роста на 2016 год до такой степени разнился по соседним провинциям. Так что вопросов здесь больше, чем ответов. И до тех пор, пока ценовая регуляция не станет прозрачной, ЖКХ будет восприниматься населением как никому не отдающий отчёта в своих действиях баскак с загадочно колеблющимся по регионам уровнем взимаемой дани.
