Сегодня фонд имущества проведет аукцион по продаже лота из 12 участков под строительство автозаправок. Начальная цена — 192 млн руб. Представитель пресс-службы фонда отказался сообщить количество поступивших заявок. Источник, близкий к организаторам торгов, утверждает, что единственным реальным претендентом на участки является «Газпром нефть». Конкуренции на торгах не предвидится, уточняет он.
«Газпром нефть Северо-Запад», «дочка» «Газпром нефти», подала заявку на участие в аукционе, сообщил представитель пресс-службы нефтяной компании. От подробных комментариев он отказался.
Фонд имущества уже пытался продать эти участки. Но перенес торги, назначенные на 3 апреля, на 16 апреля, а затем и вовсе отменил аукцион из-за отсутствия заявок. Повторно лот был выставлен в начале мая.
По условиям аукциона претенденты должны внести задаток, равный начальной цене. А победитель должен будет заплатить до 30 июля 2,5 млрд руб. налогов в городской бюджет.
Взять на себя обязательство по выплате такой гигантской суммы в бюджет могли только «Газпром нефть» или «Роснефть», считает президент Нефтяного клуба Санкт-Петербурга Олег Ашихмин. Обе компании плохо представлены на городском розничном рынке топлива и заинтересованы в экспансии, считает он.
Представитель «Роснефти» отказался от комментариев. Источник, близкий к компании, говорит, что ее руководство изучало предложение Петербурга. «Роснефть» не устроило обязательство по выплате налогов, утверждает источник.
«Газпром нефть» уже соглашалась на похожие условия — в июле 2006 г. компания приобрела на торгах за $12 млн лот из 30 участков, обязавшись заплатить Петербургу за год 4 млрд руб. налогов. По данным агентства Au92, на этих участках «Газпром нефть» открыла только семь заправок, остальные находятся в разных стадиях освоения. У компании в Петербурге 16 станций (см. врез). «Газпром нефти» под силу заплатить 2,5 млрд руб. городу, считает аналитик «Тройки диалог» Валерий Нестеров, — в этом году ее прибыль составит около $2,3 млрд.
Петербург предлагает нефтяникам заплатить не меньше $500 000 за участок, тогда как в 2006-2008 гг. цена доходила до $1 млн.
Цены на участки под заправки за год упали вдвое, говорит заместитель гендиректора Петербургской топливной компании Леонид Чурилов. Сейчас $500 000 — средняя рыночная цена на участок, оценивает менеджер одного из местных операторов. По его словам, последние три-четыре года нефтяники испытывали дефицит земли для развития, но с осени прошлого года на вторичный рынок выброшены десятки участков, пригодных для заправок. Их владельцы придерживали землю для других проектов, но из-за кризиса решили продать, объясняет он. Покупать землю операторы не хотят, за I квартал продажи бензина в городе снизились на треть по сравнению с тем же периодом прошлого года, говорит топ-менеджер еще одного местного оператора.
Застроив все участки, «Газпром нефть» получит среднего размера сеть, которая покроет весь город. По количеству заправок она догонит «Фаэтон» и Neste, оценивает Ашихмин.
