Напомним, официальный прогноз инфляции в 2009г. равен 13%. С начала года рост индекса потребительских цен демонстрировал ускорение по сравнению с аналогичным периодом 2008г. Так, в феврале 2009г. инфляция составила 1,6%, в январе — 1,3%. В январе и феврале 2008г. показатель составлял 1,1% и 1% соответственно. Согласно прогнозам Минэкономразвития РФ, по итогам марта 2009г. инфляция, скорее всего, составит 1,4%. В первом полугодии ведомство ожидает, что цены вырастут на 9,5-10% по сравнению с 8,7% годом ранее. Однако не исключено, что уже в ближайшие месяцы рост цен замедлится, считают экономисты. Они указывают на несколько факторов, способствующих развитию такого сценария.
В инвестиционном банке UBS ожидают, что первые признаки снижения темпов роста инфляции, возможно, станут заметны в статданных за март. По их оценкам, инфляция в РФ к концу 2009г. составит 8,5% на фоне снижения спроса, сокращения зарплат и отсутствия роста денежной массы.
Руководитель департамента стратегии и исследований рынка UniCredit Bank Владимир Осаковский ожидает, что к концу текущего года темпы роста потребительских цен, вероятно, замедлятся приблизительно до 8,8% в годовом исчислении по сравнению с 13,9% в настоящее время главным образом из-за обвала внутреннего спроса и сокращения реальных располагаемых доходов и уровня зарплат. Он называет последним сохраняющимся фактором роста цен девальвацию рубля, воздействие которой также должно начать ослабевать в связи со стабилизацией рубля в феврале.
Ранее о возможном замедлении роста цен говорили и в Banc of America Securities — Merrill Lynch, эксперты которого понизили прогноз инфляции в России в 2009г. до 9%, и в ОЭСР: ее аналитики в пессимистичном прогнозе развития российской экономики рассчитывают на замедление темпов инфляции в 2009г. до 8% (после 13,3% в 2008г.), в 2010г. — до 6%. Всемирный банк также указывал на то, что резкое замедление темпов экономического роста и внутреннего спроса, сохраняющееся кредитное сжатие и значительный отток капитала могут способствовать снижению инфляции. Однако эксперты банка считают, что снизить рост цен не удастся из-за повышения стоимости импорта и ослабления бюджетной политики. Вследствие этого инфляция окажется на уровне 11-13%.
В Минэкономразвития также ожидают, что инфляция замедлится, хотя официальные прогнозы пока остаются двузначными. По оценкам МЭР, определенный вклад в ограничение роста потребительских цен, особенно в первом полугодии 2009г., может внести динамика цен промышленных производителей, которые с сентября по январь 2008г. снизились более чем на 26%.
