Василий Остряков почти всю жизнь проработал в структурах РЖД. В ноябре 2011 года он возглавил дочернюю структуру монополии – Волго-Вятскую пригородную пассажирскую компанию, которая занимается перевозками пассажиров на электричках в нескольких регионах России. При этом бывший глава ВВППК Андрей Гордиенков тогда ушел в Петербург – на должность главы Северо-Западной пригородной пассажирской компании.
