Госкорпорация "Агентство по страхованию вкладов" (АСВ) выплатило вкладчикам 21,5 миллиарда рублей, а объем обязательств перед гражданами в тех банках, которые прошли процедуру санации, приближается к 140 миллиардам рублей, сообщил заместитель генерального директора АСВ Андрей Мельников в интервью газете "Известия".
По его словам, размер фонда обязательного страхования вкладов (ФОСВ) в настоящее время составляет почти 89 миллиардов рублей. При этом в августе 2008 года объем фонда составлял 84 миллиарда рублей.
"Наиболее активные траты пришлись на четвертый квартал 2008 года и на первый квартал 2009 года, минимальный размер фонда был около 73 миллиардов рублей. Подавляющее большинство банков исправно платили отчисления, и эти взносы нередко прямо "с колес" шли на выплаты вкладчикам несостоятельных кредитных организаций. Несмотря на то что заметный объем средств АСВ был вложен в ценные бумаги, в основном государственные, мы не испытывали никакого дефицита ликвидности. Предвидя проблемы на рынке, агентство начало запасаться средствами на счетах в ЦБ еще с середины лета 2008 года", — отметил Мельников.
"Начиная с мая текущего года по числу страховых случаев мы вернулись на уровень 2007 года. То есть для нас, как для страховщика, уже около полугода ситуация абсолютно спокойная", — добавил он.
Отвечая на вопрос, планируется ли увеличение суммы максимального покрытия, Мельников сообщил, что "в ближайшие годы у нас таких планов нет". По его словам, "700 тысяч рублей страхового покрытия с точки зрения существующей структуры доходов населения и структуры вкладов более чем достаточно для эффективной работы системы".
"Данная "планка" действует уже год, и за это время не произошло каких-либо принципиальных изменений… Если произойдут какие-то качественные изменения в структуре депозитов, в размере среднестатистического вклада, в доходах населения — будем менять "планку"", — добавил он.
