В торжественной церемонии приняли участие губернатор Валентина Матвиенко и заместитель министра транспорта Олег Белозеров.
«Мы открываем сегодня очень важный участок Западного скоростного диаметра, который предоставляет невиданные ранее возможности избавить от пробок южные районы города. Кроме того, он еще на один шаг приближает нас к главной цели – прямому подключению Большого морского порта к федеральным автомобильным трассам», — сказала губернатор на церемонии.
Валентина Матвиенко отметила, что ЗСД – это новое слово в архитектуре, в технологии и в менеджменте. «Наш город вступает в новое десятилетие 21 века с принципиально новой транспортной инфраструктурой», — подчеркнула она. Губернатор сообщила, что накануне министр финансов России Алексей Кудрин подписал решение о государственных гарантиях на 25 млрд рублей по инфраструктурным облигациям на продолжение строительства ЗСД: «Это принципиально новое финансовое решение, и Петербург первым его добился».
Губернатор подчеркнула, что полностью ввести в строй южный участок ЗСД – от КАД до набережной Екатерингофки — планируется к концу следующего года. До конца 2013 года завершится сооружение северного участка ЗСД, и к концу 2015 года эта магистраль будет функционировать полностью.
Заместитель министра транспорта РФ Олег Белозеров отметил, что в Петербурге уже стало хорошей традицией к Дню дорожника открывать крупные транспортные объекты. «Все, что делается в последние годы в в вашем городе, находится на очень высоком и продвинутом уровне. За Петербургом будет двигаться вся страна», — сказал заместитель министра.
Валентина Матвиенко поблагодарила строителей за отличную работу и вручила лучшим проектировщикам и строителям грамоты и благодарности Губернатора Санкт-Петербурга.

С вводом в эксплуатацию 2-го участка общая протяженность магистрали составила 5 км по основному ходу (от КАД до Благодатной ул.) и 2,5 км – съезд на Автомобильную ул. и пр. Стачек, обеспечивающий подключение к трассе 3 и4 районов морского порта.
ЗСД – первая скоростная магистраль, которая по эстакаде проходит через районы плотной жилой застройки. Проезд по ней планируется сделать платным в 1 квартале 2011 года.
