Председатель президентского совета по правам человека Михаил Федотов раскритиковал законопроект, объявляющий финансируемые из-за рубежа некоммерческие организации «иностранными агентами», сообщает Лента.ру со ссылкой на «Интерфакс» и РИА Новости.
По словам советника, в текущей редакции документа под это определение подходит даже Русская православная церковь.
Как отметил Федотов, РПЦ получает деньги от иностранных прихожан через зарубежные епархии. Кроме того, по его словам, в Церкви есть священнослужители, которые отвечают за взаимодействие с органами власти.
Согласно внесенному в Госдуму законопроекту, «иностранными агентами» объявляются все некоммерческие организации, которые получают поддержку из-за рубежа и при этом занимаются политикой. «Столь широкие формулировки законопроекта крайне опасны», — подчеркнул Михаил Федотов.
Под действие этого закона, по оценкам источника в Кремле, попадет около 1000 НКО, в том числе независимые наблюдатели из «Голоса» и российский филиал Transparency International.
Статус «иностранного агента» предполагает более частые проверки деятельности организации, а также повышенные штрафы за различные нарушения. К примеру, для тех, кто скроет документы, по которым НКО можно включить в список «иностранных агентов», предусмотрено наказание до двух лет лишения свободы.
В настоящий момент в России около 230 тысяч организаций финансируются из-за рубежа, при этом большая часть из них не имеет отношения к политике.
