В проекте постановления говорится, что «УПА и вооруженное подполье ОУН, другие военные формации украинской национально-освободительной борьбы, которые боролись за независимость Украины в 1939–1956 годах, в частности «Карпатская Сечь», «Украинская Народная Самооборона», признаются «воюющей стороной во Второй мировой войне, а их ветераны — участниками Второй мировой войны и борцами за свободу и независимость Украинского государства».
Деятельность УПА, вооруженного подполья ОУН и других военных формаций украинской национально-освободительной борьбы 1939–1956 годов признается в проекте постановления «соответствующей требованиям Протокола I Женевской конвенции от 12 августа 1949 года (статья 43)».
