Хуже всего с занятостью во Владимирской, Вологодской, Нижегородской, Свердловской, Тверской и Челябинской областях, сообщает источник в правительстве данные мониторинга занятости с 1 октября 2008 г. по 4 февраля 2009 г. Вологодскую, Тверскую и Нижегородскую области называл как наиболее проблемные высокопоставленный источник в правительстве, эти же три области упоминал в интервью «Эху Москвы» руководитель Роструда Юрий Герций.
Вологодская область в лидеры списка попала благодаря ОАО «Северсталь» : об увольнениях заявляют около 500 организаций области, но главная болевая точка региона — Череповецкий металлургический комбинат. Среднегодовая официально зарегистрированная безработица в области ожидается на уровне 30 000 человек, знает сотрудник вологодского областного правительства, сейчас безработных — 17 000, в октябре было 7400, с лета безработица в области выросла более чем в 2 раза: с 1,1% от экономически активного населения до 2,56%, сообщает он.
В Нижегородской области лидер по увольнениям — предприятия группы ГАЗ. Всего в области на начало февраля официально зарегистрировано 19 300 безработных. А общая численность безработных области, рассчитанная с учетом итогов обследования населения по проблемам занятости, по оценке Нижегородстата, в декабре 2008 г. превысила официальный показатель (тогда — 12 000 человек) в 8,7 раза.
На ГАЗе, заявившем в октябре 2008 г. о сокращении 1200 человек (3% от численности персонала), увольнения начались в феврале, сообщили в пресс-службе группы ГАЗ. Заволжский моторный завод (входит в «Соллерс» ) в декабре 2008 г. заявил о сокращении 180 человек (около 3% работающих), а «Павловский автобус» (входит в группу ГАЗ) в декабре 2008 — январе 2009 г. уволил 800 человек.
Тверская область пострадала из-за близости к Москве. Вернулись домой те, кого поувольняли в столице, объяснил представитель тверского губернатора Андрей Иванов. По его словам, сейчас уровень зарегистрированной безработицы составляет 1,3% (8968 безработных), до кризиса было 0,6% (4373), прогноз — максимум 10 000 человек. Сокращения были на Тверском вагоностроительном заводе («Трансмашхолдинг») и Тверском экскаваторном заводе (группа ГАЗ ).
Безработица в Челябинской области с начала кризиса выросла вдвое, констатирует начальник главного управления по труду и занятости населения региона Леонид Шушарин: если на 1 октября 2008 г. это было 1,1% экономически активного населения (18 500 человек; всего в регионе 1,7 млн экономически активного населения), то на 31 января — уже 2,1% (41 000). Массовые сокращения на предприятиях только начались, полагает Шушарин: до этого люди преимущественно сами уходили с предприятий из-за падения уровня заработной платы, сокращения трудового дня или их периодических простоев. Пик безработицы придется на март — апрель, прогнозирует он, когда высвобождение рабочих мест начнется на крупнейших предприятиях региона, в том числе на Магнитогорском металлургическом комбинате и Челябинском трубопрокатном заводе (ЧТПЗ ). Только с них в январе — апреле могут быть уволены 900 человек. По программе оптимизации персонала на ЧТПЗ с февраля сокращено 173 человека, говорит представитель ЧТПЗ, планировалось сократить 339 человек, но 166 из них переведены на другие вакансии на заводе.
Численность безработных в регионе к апрелю может возрасти до 53 000 человек, считает Шушарин, чтобы смягчить последствия кризиса, в регионе будет потрачено на программу дополнительных мер по борьбе с безработицей 600 млн руб.
Свердловская область также обязана ростом безработицы машиностроителям и металлургам. За январь 2009 г. в центры занятости населения Свердловской области поступили сведения о предполагаемых увольнениях 3516 работников от 14 предприятий (в основном предприятия металлургического, машиностроительного комплексов), сообщил сотрудник областной службы занятости. В плане политики в этих областях все нормально, до сих пор протестной активности нигде не было, кроме Приморского края, считает сотрудник администрации президента, сейчас в потенциально горячие точки направляются областные депутаты для общения с народом.
