Принятие закона было инициировано главами всех парламентских фракций. Согласно документу, высшее должностное лицо субъекта не может назначаться более чем на два срока подряд. Сроки отсчитываются с 2012 года, когда вернули прямые губернаторские выборы.
«То есть, таким образом, в соответствии с данным законопроектом предельный срок полномочий руководителя субъекта Российской Федерации, высшего должностного лица субъекта Российской Федерации не может быть более десяти лет подряд», — заявил депутат Владимир Плигин.
