Федеральная служба по регулированию алкогольного рынка решила не ограничиваться введением минимальной розничной цены на водку в размере 89 руб. за пол-литра. Издание ознакомилась с проектом приказа Росалкоголя, предусматривающим введение с 1 мая минимальных цен и на другие напитки крепостью от 28 градусов. В случае его утверждения ликеры, настойки, виски и коньяки будут стоить в рознице не дешевле 65 руб. — чем больше градус, тем выше минимальная цена.
Формула расчета, предлагаемая Росалкоголем, довольно проста: за основу берется минимальная цена водки в размере 89 руб., эта сумма делится на 40 градусов, а затем умножается на реальную градусность конкретного напитка. При такой методике минимальная стоимость напитка крепостью 28 градусов составит 65 руб. Самая высокая минимальная розничная цена — 213 руб. — предусмотрена за напиток крепостью 95 градусов. Как пояснили в Росалкоголе, напиток подобной крепости под брендом «Спирт этиловый питьевой» продается в розницу в отдаленных уголках Крайнего Севера России.
«Росалкогольрегулирование неоднократно заявляло, что практика введения минимальных розничных цен будет распространена и на другие виды крепких алкогольных напитков, тем более что такие полномочия были изначально прописаны в положении о создании ведомства, — пояснил источник в федеральной службе. — В настоящий момент мы изучаем мнения и предложения участников рынка». В Росалкоголе отмечают, что для облегчения работы контрольных органов в окончательной редакции законопроекта шаг расчета минимальной цены может быть увеличен с одного градуса до нескольких.
По словам собеседника, 1 мая 2010 года является пока лишь ориентировочным сроком введения минимальных цен на крепкие алкогольные напитки. Перед принятием приказ должен получить еще визу Минюста.
Участники алкогольного рынка считают, что введение минимальных цен на все виды крепкого алкоголя окончательно выбьет почву из-под ног бутлегеров (нелегальных производителей алкоголя). О том, что на рынке появилась дешевая нелегальная водка под видом настоек, на которые пока не распространяется приказ о минимальной розничной цене, свидетельствуют и другие участники рынка. «Мы зафиксировали появление в продаже различных напитков, которые позиционируются в рознице как «крепкие настойки», но при этом продаются значительно дешевле установленной минимальной цены на водку, — рассказал председатель правления Союза производителей алкогольной продукции Дмитрий Добров. — В наше поле зрения попал, в частности, напиток под названием «Настойка белая», крепостью чуть ниже 40 градусов, который в настоящий момент не подпадает под действие закона о минимальной цене на водку и продается значительно дешевле. Хотя очевидно, что любая настойка, при производстве которой необходимы затраты на дополнительные ингредиенты, стоить дешевле водки никак не может».

До этого таких цен на них не было». По данным эксперта, после введения минимальной цены производство легальной водки выросло всего на 7%, хотя цифры роста легального производства, по его мнению, должны были быть значительнее.
PR-директор ГК «Русский алкоголь» (настойка «Чорний & Микола») Александр Коровка считает, что одной из важнейших задач Росалкоголя является наведение порядка во всех категориях крепких напитков. При этом г-н Коровка выразил сомнение, что нелегальные производители водки могли бы извлечь ту же прибыль, переключившись на выпуск дешевых настоек. «Российский потребитель предпочитает белый крепкий алкоголь. Рыночная доля разного рода настоек в России в 2007 году не превышала 0,1%», — отметил эксперт.
