Госдума 11 апреля приняла во втором чтении законопроект о «суверенном интернете». По замыслу авторов документа, закон должен обеспечить создание инфраструктуры для бесперебойной работы российских интернет-ресурсов, если их отключат от зарубежных сервисов. Председатель комитета Госдумы по информационной политике, информационным технологиям и связи Леонид Левин отметил, что не стоит сравнивать создание «суверенного интернета» в России с той системой сети, которая в настоящее время работает в Китае.
Ко второму чтению рассматривались поправки, предложенные комитетом Госдумы по информационной политике. Они касались сроков вступления закона в силу. Если раньше предполагалось, что закон вступит в силу сразу после принятия, то согласно принятым поправкам, он должен вступить в силу с 1 ноября 2019 года. В свою очередь, операторы связи будут обязаны пользоваться национальной доменной зоной с 1 января 2021 года.
Ранее источники РБК сообщали, что Роскомнадзор предложил МТС, «Мегафону» и «Вымпелкому» протестировать в отдельных регионах системы фильтрации трафика для закона о «суверенном интернете», которые, по данным СМИ, планируют использовать для реализации закона и в том числе для блокировки мессенджера Telegram.
Законопроект внесли в Госдуму сенаторы Андрей Клишас и Людмила Бокова, а также депутат от ЛДПР Андрей Луговой. В начале февраля Клишас заявлял, что для его реализации потребуется 20 миллиардов рублей. Однако позже оказалось, что стоимость реализации проекта составляет 30 миллиардов рублей. Затраты операторов на реализацию законопроекта Совет Федерации, по словам Боковой, предлагает компенсировать из бюджета.
