1984, да не тот

В России и ближнем зарубежье привычно отмеривать эпохи именами вождей. Сколько он правит, столько и длится эпоха. Тридцать пять лет назад в СССР началась очередная эпоха. 11 апреля 1984 года Константин Устинович Черненко избран председателем Президиума Верховного Совета СССР.

Путин 1.0

Если говорить совсем точно, то главой советского государства Черненко стал ещё 13 февраля. В этот день его единогласно избрали генеральным секретарём ЦК КПСС. Спустя пару месяцев реальное положение, как и положено, решили закрепить формальной должностью. До этого подобный путь прошли Леонид Брежнев и Юрий Андропов.

Кстати, о Юрии Владимировиче. Андроповские пятнадцать месяцев ― загадка советской истории. Генсек-гэбист ― политик сильный, энергичный и хитроумный ―  пытался реанимировать и преобразовать советский коммунизм. При Брежневе эта система достигла завершённых классических форм ― и на этом выдохлась, начала осыпаться. Андропов, будучи выразителем интересов своего класса, взялся за подвинчивание и перезапуск режима номенклатурной диктатуры. Разумеется, с опорой на вооружённый отряд правящего класса, откуда он родом.

Что конкретно генсек собирался делать, толком не ясно по сей день. Возможно, он и сам не знал. Зато известно, что он стал делать. Получилось довольно убого.

Часто высказывается мнение: мол, Андропов готовил новое издание ГУЛАГа и войны. Так считает, например, крупный историк-советолог Александр Янов. Признаков тому хватало. Происхождение из КГБ, травмированность венгерским 1956-м, где Андропов был советским послом, всё видел, участвовал в предательском захвате Имре Надя, а потом писал стихи: дескать, я бы не стал в КГБ служить, если бы не «венгерский горестный урок».

Полный разгром диссидентского движения, аресты, сроки. Милицейское ужесточение контроля над массами ― знаменитые проверки в банях. Резкое усиление цензуры, идеолого-пропагандистской накачки, шпиономании, антизападной истерии, пыточные камеры в Афганистане, сбитый 1 сентября 1983-го южнокорейский «Боинг». Прерваны все переговоры, которые ранее велись в рамках «разрядки».

Внутри страны впервые за много лет в 1983-м заговорили о «пятой колонне». Народу объявлено о «раскрытии диверсионной группы на Украине» ― характерный мрачный сигнал. Вступил в действие ужесточённый закон о госгранице. Антикоррупционная кампания на таком фоне понималась как борьба против брежневской расхлябанности и снисходительности к слабостям, придававшим режиму подобие «человеческого лица».

В этих чертах 1983-го просматриваются сегодняшний день и вся последняя пятилетка. Номенклатурная олигархия не отличается изобретательностью. Власть пытается спастись методами 35-летней давности. Это, однако, не в похвалу. Нынешний режим уродливее тогдашнего, но тогдашний ― однозначно страшнее. Хотя бы потому, что был гораздо сильнее.

Медведев 1.0

Однако существует противоположное мнение, согласно которому Андропов готовил Перестройку, которая вскоре и состоялась. Перестройку контролируемую, без сбоев и неожиданностей, с китайским оттенком. Не забудем, что Горбачёв начинал не с гласности и выборов, а с антиалкогольной кампании и всесоюзного погрома частных теплиц. Для поворота понадобилось около полутора лет, чтобы курс неузнаваемо переменился.

Андропов до этого рубежа просто-напросто не дожил. Иначе, как считает Владимир Буковский, толпы западных баранов вместо «Горби! Горби!» кричали бы «Юрий! Юрий!»

Доказательств данному тезису тоже полно, хотя всё больше косвенных. Брежневцы прекрасно помнили, что в 1950―1960-е Андропов считался сторонником хрущёвской «оттепели». Даже отстранение Никиты Сергеевича он трактовал в либеральном духе: «Теперь мы последовательно движемся путём ХХ съезда». С намёком, что Хрущёв мешал прогрессу и недостаточно рьяно проводил демократизацию.

Не зря албанский вождь-сталинист Энвер Ходжа проявлял неприязнь к Андропову. Доходило до оскорблений. Впрочем, Юрий Владимирович предпочитал игнорировать подобный лай Моськи на слона.

Ещё до КГБ, будучи функционером ЦК, Андропов сгруппировал вокруг себя партийных интеллигентов-шестидесятников ― Георгия Арбатова, Александра Бовина, Фёдора Бурлацкого. Заинтересованно изучал их «либеральную» аналитику в духе НЭПа и оттепели. Став председателем КГБ и членом Политбюро, Юрий Владимирович дал Евгению Евтушенко свой прямой телефон ― согласовывать вольнолюбивые выступления за границей.

Главным противником Андропова в брежневском Политбюро считался идеолог-догматик Михаил Суслов, слывший закоренелым консерватором. Борьба, разумеется, была «чисто личная», но всё же Андропов акцентировал технократические добродетели профессионализма и компетентности, а не идеологическую ортодоксию. Распространялись слухи о доверительных беседах Андропова с диссидентами. Главчекист чуть ли не лично подвозил их домой на своей «Волге». Подобные фейки люди хавали на «ура». Только вот зачем КГБ распространял их? Кое-что из слухов соответствовало действительности. Например, глушение западных «голосов» прекращалось, когда речь заходила о коррупции в семье Брежнева.

Но когда Андропов достиг высшей власти, всё это тотально пресеклось. Никаких признаков «либерализма», хотя бы в версии ХХ съезда, не стало и близко. Поначалу Арбатов и Бовин, решившие, что теперь будет по-ихнему, отправили генсеку очередную вдохновенно-пафосную записку. Андропов написал на полях: «Не надо меня поучать». Авторы так и сели. Игры кончились.

По крайней мере, Андропов не тронул своих незадачливых союзников. Березовскому от Путина пришлось хуже. Илларионову тоже. А Кудрину ВВП отвечает примерно так же, как Юрий Владимирович авторам записки.

Советский Тито

Реального «реформаторства» при Андропове было очень немного. В первую очередь изменения коснулись карательно-силовой сферы. В ходе «торгово-елисеевского дела» полицейские удары пришлись по номенклатурно-коррупционному центру в Москве. «Хлопковое дело» стальным мечом нависло над партийной элитой Средней Азии. Встряска МВД привела к отставке Николая Щёлокова и падению брежневского зятя Юрия Чурбанова. Досталось и незадачливой дочке бывшего генсека.

Семья и ближний круг Брежнева сильно невзлюбили Андропова. Например, его коллега Виталий Федорчук до конца жизни считал Юрия Владимировича предателем. Прямо как албанский недофюрер. Силы, связанные с подобными деятелями, считались крайними консерваторами сусловского типа. Однако громил их Андропов не за это.

Некоторый фурор произвёл закон о трудовых коллективах, намекавший на создание «органов самоуправления». Это была явная попытка активизировать низы на выполнение планов. Об этом, между прочим, впоследствии много говорил Горбачёв. Советская экономика зависла над пропастью, поэтому людям предлагалось держаться на голом энтузиазме.

Однако об «органах самоуправления» быстро забыли. Гораздо выше оценил народ новую водку в пивных бутылках за 4 р. 70 коп., продавать которую начинали с семи утра ― дабы покупатели успевали опохмелиться перед работой. Благодарный народ назвал эту водку «андроповкой».

Бросается в глаза ещё один момент. Именно Андропов собрал у вершины власти группу будущих «архитекторов и прорабов перестройки»: Михаила Горбачёва, Николая Рыжкова, лидера консерваторов Егора Лигачёва, лидера либералов Александра Яковлева. Даже следователя Тельмана Гдляна, прославившегося за счёт «хлопкового дела». Особое благоволение генсек оказывал технократу Рыжкову. Что он при этом думал ― никто не знает. Но результат мы увидели.

Заставить народ работать на номенклатуру ― в этом состояла банальная суть андроповского курса. Но как? Видимо, генсек сам терялся в догадках. Отсюда знаменитая фраза: «Надо разобраться в обществе, в котором мы живём». За 65 предыдущих лет разобраться не получилось, и вот теперь Юрий Владимирович решил наверстать. И пошёл по проторенному и всем понятному пути: дисциплина, порядок, шаг вправо, шаг влево… Даже самый продвинутый политбюрошник на большее оказался неспособен.

Реванш стариков

«Ослепляюще яркий символ катастрофы системы» ― так назвал нового генсека Черненко бывший андроповец и идеолог антикоммунистической Перестройки Александр Яковлев. Черненко заступил на пост не просто смертельно больным ― таков же был Андропов. Но Юрий Владимирович хотя бы умел держаться, тогда как скорая смерть Константина Устиновича угадывалась с первого взгляда.

Выражение лица только что избранного правителя говорило само за себя. Вождь еле двигался, от сутулости казался горбатым. Появилось выражение «ходит как Черненко» ― о тех, кто вот-вот упадёт. Случалось, ему даже сочувствовали, хотя и редко. Народ у нас всё-таки гуманный.

Советологи охарактеризовали воцарение Черненко как «ностальгический контрпереворот стариков». «Контр» ― потому что переворотом считался приход Андропова. «Стариками» называли ветеранов брежневского застоя из ЦК и обкомов. Андроповские новации демонстративно отменялись, восстанавливался статус-кво. В этом плане фигура Черненко являлась символом: десятки лет он состоял начальником канцелярии Брежнева. Политически генсек был пустым местом, вроде Медведева при Путине, занимался только бумагооборотом. Отличие от «айфончика» заключалось лишь в том, что Черненко публично не произносил откровенных глупостей и не засыпал под телекамеры.

Лидером «стариков» считался первый секретарь МГК КПСС, член Политбюро Виктор Гришин. Именно он стал самым влиятельным советским политиком 1984-го. Гришин фактически курировал недееспособного по здоровью и бездеятельного Черненко. Он определял партийно-государственный курс и метил в преемники.

Идеологически Гришин тяготел к неосталинизму в духе начала 1950-х. Во взбитую смесь коммунизма и консерватизма он добавил щепотку русского национализма. Следует заметить, что Брежневу и Суслову национализм был совершенно чужд, а Андропов если и называл себя русским, то лишь для чекистской конспирации.

Политически 1984-й был довольно мрачным периодом. Фабриковались дела против диссидентов, готовились репрессивные кампании. Но ― важно отметить ― подготовкой в основном и ограничивалось. «Старики» не имели андроповской энергии и не желали прикладывать усилий даже в таком направлении. Политика двигалась по инерции, в вялотекущем режиме.

Запущенные Андроповым антикоррупционные дела формально не закрылись ― просто пошли на холостом ходу. (Инерция дошла до того, что Щёлокова, униженного ещё при Андропове, лишили всех наград, после чего он застрелился.) Закрывать, аннулировать тоже было нежелательным усилием. Пусть всё идёт как идёт, лишь бы никуда не приходило. Культ энтропии ― характерная черта черненковского года.

Мёртвые с косами

1984-й был годом выборов в Советском Союзе. Предвыборную речь Черненко один из агитпроповцев, оговорившись, назвал «предсмертной». Это мигом разнеслось по стране. После чего генсек вообще перестал показываться публике. Официально сообщалось: «В связи с состоянием здоровья товарищ Черненко не присутствует…»

К генсеку для информирования ездил Гришин, рассказывал о достижениях московской парторганизации. Например, о выполнении плана товарооборота (усилиями «елисеевской мафии»). Один раз этот визит показали по ТВ. Впечатление было жутким.

Умирающий во главе режима ― явление нечастое. Народ реагировал диким всплеском общественного цинизма, чем и отличился этот год. И это в стране, где хамства было поменьше, чем в нынешней РФ. Люди относились друг к другу более уважительно (наверное, потому, что и правда заслуживали уважения). Но есть ведь какие-то пределы народному гуманизму! Они бы ещё мёртвого Ленина объявили генсеком!

Появилось выражение: «Костя, рубай бифштекс» ― семантически не вполне понятное, произносилось оно со злым смехом, который всё и объяснял. В Ленинграде можно было увидеть надписи «Chernenko mudak» ― причём ментам и дворникам это было по барабану. Нехорошо, конечно, ну да ладно. Впрочем, подобные надписи ― ещё что. Подумаешь, mudak. На интеллигентских кухнях обсуждались слухи о листовках «Бей ментов, жидов и коммунистов!» ― за подписью «Народная солидарность». Так прошёл год с небольшим.

Когда Брежнев умер в ноябре 1982-го, в стране объявили государственный траур, а по телевизору показывали фильм «Коммунист». Когда в феврале 1984-го преставился Андропов, пафос поубавился, но траур всё-таки снова объявили, увеселительные заведения закрыли двери. Когда же в марте 1985-го скончался Черненко, народ отреагировал: «Тут вам не Америка, а настоящая демократия, каждый год власть меняется!» На этот раз забегаловки закрывать не стали: люди вообще-то кушать хотят.

Но музыку всё-таки выключили. Пришлось вспомнить вековые традиции хорового пения. Из шалманов целый вечер неслось: «На переднем Стенька Разин, обнявшись, сидит с княжной…» Эту песню почему-то сильно любили оруэлловские пролы, мажоры и шпана.

Один молодой ленинградец так напился, что на следующий день встать не мог, голова гудела как после годового запоя. Пришлось позвонить своей девушке и сказать, что, мол, сегодня не смогут встретиться. Девушка прямо у телефона села мимо стула: «Ты что, скорбишь?!»

Победа жизни

Заставить жить по своей указке.

Заставить работать на себя.

Тысячелетние цели олигархии за последние 35 лет не изменились. И вряд ли изменятся в следующие 35. Но решать эти простые задачи становится всё труднее. Андропов в 1983-м шёл путинским путём. Путин в 2014-м ― андроповским. Оба забуксовали и запутались. Первый раньше, второй позже ― потому что Путин физически здоровее, его «мини-Черненко» тоже здоровее, а нефть дороже. Кроме того, появились эффективные возможности манипулирования информационными и финансовыми потоками, недоступные советским вождям. Структуры потребительского общества изменили не только элиту, но и пролов — вот секрет долголетия путинизма, которому позавидовал бы Андропов. Мог бы и Черненко, не будь ему безразлично.

Кстати, о пролах. Джордж Оруэлл во время написания романа «1984» не мог представить, каким окажется этот год в реальности. Вместо вездесущей Партии — тотальный пофигизм. Вместо Молодёжного Антиполового Союза — секс в подъездах и ещё чёрт знает где. Вместо новояза — живой русский язык (настолько живой, что его в уже наше время запретил Роскомнадзор). Вместо грозных расправ с врагами государства — тихое умирание геронтократа.

Это был совсем не тот 1984-й. Но пролы — те самые. Оруэлл неправильно рассчитал скорость умирания подобных систем, но подметил главное: «Надежда в пролах». Даже если они временно дезорганизованы и не осознают в полной мере свой интерес. Когда осознают, будет веселее.

На наших глазах путинизм входит в режим вялотекущей инерции. Чтобы остаться один на один с пролами и отрицаловом. Чем это кончится, мы только что выяснили. Жизнь не обманешь. А наследникам партократов так и недосуг оказалось выполнить завет Андропова и разобраться в обществе, в котором они деградируют.
