Отметим, что Рональд Рейганпроводил в последние пути Брежнева, Андропова, Черненко и его конституционных сроков лишь немного не хватило, чтобы сказать до свидания Михаилу Сергеевичу. Это были времена анекдота «Кто сказал, что в Америке демократия, а у нас нет? Там по четыре года сидят, а то и по восемь. Зато у нас каждый год меняются!» С другой стороны, на долю Брежнева пришлись аж пять американских президентов: Джонсон, Никсон, Форд, Картер, Рейган. Такие вот зигзаги стабильности. Она не просто не вечна, она исчезает внезапно.
Теперь сопоставим иначе. Старейшие из бывших американских президентов – Джимми Картер и Джордж Буш-старший. Обоим по 93 года, оба идут на рекорд долгожительства среди выходцев из Белого дома за все времена. (В этом возрасте скончались Форд и Рейган, а дольше из экс-президентов не жил ещё ни один.) Кроме этого, Картер и Буш различны, казалось бы, во всём. Демократ и республиканец. Либерал и консерватор. Бывший арахисовый фермер и бывший директор ЦРУ. Мягкий и жёсткий. Говорливый и молчаливый. Улыбчивый и хмуровато-сдержанный. Однако есть ещё одно совпадение.
В XX веке в США было 18 президентов. Двух убили (Уильям Мак-Кинли, Джон Кеннеди). Один умер на посту (Уоррен Гардинг). Один отказался баллотироваться на второй срок (Линдон Джонсон). Один попал в Белый дом без избрания, ка вице-президент, заменивший ушедшего в отставку, и проиграл первые выборы (Джеральд Форд). Что ж, чего на фронте не бывает.
Четверо составляют особую категорию. Уильям Говард Тафт, Герберт Гувер, Джимми Картер, Джордж Буш-старший. Эти президенты баллотировались на второй срок и потерпели поражение. То есть были отвергнуты избирателями по результатам четырёх лет полномочного правления.

Он боролся с кризисом как мог, но не всё ему было доступно. Однако на момент голосования его шансы равнялись нулю, и он сам понимал это.
С циклическим кризисом, хотя и несравнимо меньших масштабов, столкнулся и Буш-старший. В таких случаях правящим кандидатам часто не везёт. К тому же на дворе был 1992 год. Америка, только что победившая в Холодной войне, желала расслабиться с душкой Клинтоном. И потому отправила на покой строгого дедушку-цэрэушника, которому тогда было уже под семьдесят.
С Картером произошло иначе. Его президентство запомнилось как «цепь сплошных неудач» (Владимир Надеин). За что ни брался 39-й президент, всё выруливалось наперекосяк. Не только экономика. Хотя и Картер, с его легендарным везеньем на посту, разумеется, впоролся в кризис. США небывало ослабли во внешней политике. Картер, подобно Обаме, старался отовсюду уйти. Думая, что пример такого смирения будет всеми подхвачен. Результат себя ждать не заставил. При таком настрое шефа что мог сделать даже Збигнев Бжезинский?
Иранские фундаменталисты свергали шаха Пехлеви – личного друга Картера, захватывали посольство США, избивали американских дипломатов. Брежнев творил что хотел – наставлял ракеты на Европу, вводил войска в Афганистан, тотально игнорил положения Заключительного акта Хельсинки-1975 о правах человека. Советский агитпроп откровенно смеялся: да будьте же Вы мужчиной, господин президент! (И ведь допросились – получили вскорости Рейгана.)
Внутренняя политика картеровской администрации смотрелась как набор провинциальных анекдотов. Президент ведь и был провинциалом, из небольшой аграрной Джорджии. Оттуда он и набрал своё окружение. Ближайшими из ближайших были начальник президентского аппарата Гамильтон Джордан и пресс-секретарь Джоди Пауэлл.
Джордану пришлось уйти в отставку из-за неотрывных слухов о жевании листьев коки в скандальном нью-йоркском клубе «Студио-54». Этого никогда не доказали. Наверное, этого и не бывало. Но вот такое впечатление он производил.
Пауэлл, исключённый из Военно-воздушной академии за мухлёж на экзамене, прославился двумя вещами. Первое: на публичный вопрос журналиста «Вы когда-нибудь лгали на посту?» ответил «Пока нет». Второе: проговорился корреспонденту, как президента атаковал на рыбалке кролик и едва не столкнул с лодки. Завтра об этом узнал весь мир. Для имиджа Джимми Картера было самое то. Вот такая команда и рулила сверхдержавой.
А однажды в Америке, летом 1978-го, Картер пошёл на небывалый в истории США шаг. Отправил в отставку всех министров, советников, аппаратчиков, клерков… Показал, в общем, сильную руку. Завтра начал назначать тех же на те же места. За несколько дней назначил обратно почти всех. Той же недрогнувшей рукой. Над смыслом мощного акта историки гадают до сих пор.
При всём том Джимми Картер очень хороший человек. Открытый, искренний, добрый. Глубоко верующий христианин-баптист. Концепцией международной политики сделал защиту прав человека во всём мире. Принимал в Белом доме Владимира Буковского. Со всеми пытался дружить. С кем было можно – с теми честно дружил. Даже терпел высокопарные нотации канцлера ФРГ Гельмута Шмидта. Это было. Это достойно. Но многого другого не хватало.
На выборах 1980 года Джимми Картер потерпел поражение от Рональда Рейгана. Который оценивал реальность адекватнее и умел прогибать изменчивый мир под себя. Картер же обратился к своему настоящему призванию. Стал правозащитником и благотворителем самого высокого статуса. И, соответственно, больших возможностей.
Неправительственная некоммерческая организация «Картер-центр» в нынешнем году отмечает 35 лет. Оказывает гуманитарную помощь Африке. Спасает, как может, из северокорейских застенков. Посредничает в конфликтах по всему миру. Борется с огнестрелом и болезнями в Америке. Многие люди мира благодарны Джимми Картеру. Наверное, гораздо больше, чем когда он был президентом. Нобелевскую премию мира он получил не зря. Не как Генри Киссинджер.

Что государственный строй США становится похож на олигархию, а не на демократию. Что же так скромно? Об этом уже говорилось гораздо прямее – в той же программе «Время». И не только там. В советском учебнике истории для 10-го класса средней школы так и писалось: «Джеймс Картер одержал победу на выборах 1976 года при содействии финансистов и промышленников».
Джеймс Картер только сейчас это прочитал? Или решил запоздало покаяться? Или только за последние сорок лет деньги стали играть большую роль, а демократия превращаться в олигархию? По каким причинам он именно сегодня решил озвучить хрестоматийные тезисы идеологического отдела ЦК КПСС? Что мешало раньше? Видимо, недостаточное знакомство с теорией прибавочной стоимости. Надо было слушать балладу диссидента Александра Галича.
Слушаем дальше. «Сохраняйте мир, продвигайте права человека и говорите правду», — это советы Джимми Картера современным политикам. Тут он верен себе. Ровно то же рекомендовал президент Картер те же сорок лет назад. Брежнев и Хомейни с интересом внимали. Теперь внимают Путин и Хаменеи.
А если конкретнее? «Картер-центр», рассказывает основатель, работает с властями РФ. Ну, предположим. Картер дважды бывал в России. В 2004 году на Камчатке, в 2014-м – в Мурманске. Оба раза занимался рыбной ловлей. Успешнее, чем тогда с кроликом. Ловил, показывал и отпускал. Тоже надеется на силу личного примера в защите окружающей среды.
Но сейчас речь не об этом. «Картер-центр» ведёт переговоры об урегулировании в Сирии. Лишь бы не было войны, это похоже на Картера. Но, похоже, с позиций Москвы. Превыше всего ставящих сохранение у власти социально близкого Асада. Который и есть первопричина войны. Джимми Картер не понимает элементарных взаимосвязей? Уж не говоря, что забыл о приоритете прав человека? Никто ему этих вопросов не задал.
Это ещё не всё. Дальше – Корейский кризис. «Я бы немедленно отправил своего человека в Пхеньян, если бы не поехал туда сам», — говорит Картер. Мол, надо раскрыть объятия. Ким Чен Ын всего лишь «ищет гарантий ненападения» со стороны США. А жестоковыйный Дональд Трамп хочет напасть. На беззащитного. Хочет отнять у человека право безнаказанно убивать. Джимми Картер этим недоволен? Или Владимир Буковский четыре десятилетия назад встречался с кем-то другим?
Как говорил Вильгельм II, «проанглийская партия пытается свергнуть демократическое и миролюбивое правительство». Но результат один. Когда чудовищные режимы защищают во имя мира во всём мире – это даже хуже, чем во имя собственной корысти. Потому что нагоняет абсурда.
