«В кризис.ру» продолжает публиковать серию статей «Двадцать лет вместе и порознь» — о путях и промежуточных итогах развития независимых государств после распада Советского Союза, а также о возможности и экономической целесообразности реинтеграции союзного типа. В предыдущих материалах анализировалась ситуация в Балтии, Украине, Белоруссии. На этот раз речь пойдет о Молдавии.

Внерайонный регион

Молдавская ССР занимала особое место в экономике Советского Союза. Даже в 1970-х – 1980-х она оставалась единственной республикой, не входившей в состав какого-либо экономического района. Иначе говоря, не имела фиксированной специализации в рамках общесоюзного народнохозяйственного комплекса.

Аграрная окраина Российской империи за советские полвека подверглась «принудительной индустриализации» на общих основаниях. Были построены электростанции, крупный комбинат чёрной металлургии, заводы сельхозмашиностроения, электро- и бытовой техники, обувные и швейные фабрики. Интенсифицировалось грузовое судоходство по Днестру и Пруту, местные промцентры связались авто- и железнодорожными коммуникациями. Однако экономически МолдССР, подобно Бессарабской губернии, ассоциировалась не столько с промышленным, сколько с аграрным производством – выращиванием кукурузы и пшеницы, табака и свёклы, пчеловодством и виноградарством, а более всего с виноделием.

Индустриальный гигантизм отторгался традициями местной аграрно-торговой хозяйственной среды. Характерно, что, наряду с Кишинёвом, где это предполагалось по столичному статусу, промышленные предприятия строились по большей части в Тирасполе, Рыбнице, Бендерах, Дубоссарах — в Приднестровском регионе, находившемся в составе СССР до присоединения Молдавии в 1940 году, а ныне в самопровозглашённом государстве, воспринимаемом в Молдове как сепаратистское образование.

Сопротивление здесь не было особенно упорным. Сразу после войны румынизированная интеллигенция создала националистическую организацию «Лучники Штефана». Взяться за оружие они не успели — по преподавательской привычке руководители составили полный список членов, попавший в руки МГБ. Через пару лет оружие заговорило в руках простых крестьян из партизанской армии. Подпольные агитаторы-филимоновцы тоже носили при себе стволы и при необходимости пускали в ход. Но эти движения были сравнительно быстро подавлены.

В дальнейшем подспудные антисоветские настроения проявлялись довольно вяло. Межнациональная напряжённость не бросалась в глаза. Тяга к зарубежному этнокультурному «родственнику» отнюдь не была массовой – далеко не все молдаване идентифицировали себя как румыны, да и сама Румыния времён Георгиу-Дежа и Чаушеску не представлялась достойным образцом. Но при таких явственных отличиях политическое развитие Молдавии в конце 1980-х в принципе повторило прибалтийскую матрицу, основанную на выраженном национальном самосознании, антисоветской традиции «лесных братьев», тесных ментальных связях со Скандинавией и Европой в целом.

Коммунисты в седлах

«Кулацкие сынки! Националисты!» — в ужасе выкрикивали местные русские партаппаратчики, рискнувшие выйти на митинг «в поддержку перестройки» и шокированные количеством «национал-сынков». Народный фронт Молдовы, опирающийся на интеллигенцию, внезапно ощутившую национальные корни, увлечённое идеями демократии студенчество и проникнутую лютой классовой ненавистью к московско-кишинёвскому начальству сельскую молодёжь, стремительно радикализзиовался. Демократические лозунги уходили далеко на задний план, вытесняясь русофобией, антисемитизмом и проектом объединения с Румынией (где коммунистический режим был свергнут в уличных боях). Опять-таки, как и в Прибалтике, процесс был зафиксирован и оседлан национальными кадрами партаппарата и околопартийных структур. Лидером национально-освободительного движения в Молдове быстро стал первый секретарь ЦК КПМ Мирча Снегур. Особенным же радикализмом в продвижении националистических лозунгов Народного фронта отличался председатель совета министров Мирча Друк (чья карьера, правда, сильно затормозилась после обнародования его связей с КГБ).

Девятый вал румыно-молдовского национализма спровоцировал «субсепаратизм» в Приднестровье, которое в Молдове называют Транснистрией. Эта территория после 1940 года была выведена из состава Украинский ССР и присоединена к аннексированной Сталиным у Румынии Бессарабии в рамках вновь созданной Молдавской СССР. Характерно, что наиболее мудрый и авторитетный государственный деятель тогдашней Румынии Дину Братиану, заметил, что уступка Бессарабии Советскому Союзу открывает перед Румынией «интересные перспективы на отдаленное будущее»…

Большинство населения здесь составляют в совокупности русские и украинцы, хотя по отдельности наибольшая по численности группа всё же молдаване — но молдаване, считающие себя именно молдаванами, а не румынами. Осенью 1990-го здесь прошли самостийные выборы, конституировавшие Приднестровскую Молдавскую республику. Между «румынами» и «приднестровцами» произошли столкновения, пролилась первая кровь. Летом 1992-го между Молдовой и Приднестровьем разгоралась уже полномасштабная война с сотнями жертв, остановленная лишь вмешательством российской 14-й армии.

Приднестровское движение тоже оказалось быстро оседлано номенклатурой, но уже не КПМ, а центральным аппаратом КПСС. Здесь возникла своеобразная база «советско-реставраторских» сил, всё более коррумпированная, используемая в оперативных комбинациях номенклатурно-криминального характера – и при этом выступающая под лозунгами интернационализма и антифашизма. Подобно тому, как с другого берега прономенклатурный реваншизм раскручивался под столь же благородными принципами национал-демократии и антикоммунизма. Приднестровский конфликт по сей день остаётся основным пунктом повестки дня молдавской политики – подобно абхазскому и юго-осетинскому для Грузии.

Кто крепче простоит

Политические страсти обычно затеняют хозяйственную и финансовую проблематику. О каких товарах и деньгах может быть речь, когда на кону национальное достоинство, государственный суверенитет и территориальная целостность?!.. Однако по обе стороны Днестра в ходе противостояния учитывались экономические ресурсы и перспективы. Что было непросто, если вспомнить положение Молдавской ССР, находившейся вне системы экономических районов и не имевших достаточно прочных связей с традиционными партнёрами по хозяйственно-торговым цепочкам.

В целом Приднестровская республика – экономически депрессивный регион. Приднестровский рубль-«суворик» — слабая валюта, инфляция хронически галопирует, реальные доходы низки. Финансовая система поддерживается внешними вливаниями и политически мотивированными акциями оперирующих в регионе крупных структур, среди которых выделяется «Газпромбанк». Производственно-технологическая база стагнирует, коммуникации регулярно нарушаются. Значительная часть жизнеобеспечения осуществляется теневым сектором, разросшимся в начале 1990-х на контрабанде оружия. Хозяйство критически зависит от иностранных субсидий. Экономическая динамика завязана на зигзагообразный ход политического противостояния.

Однако Приднестровье, как сказано выше, перехватило большую часть внедрённой в Молдавии советской промышленности. Здесь остались крупнейшие предприятия региона — Молдавская и Дубоссарская ГРЭС, Молдавский металлургический завод, Рыбницкий цементный комбинат, обувная фабрика «Тигина», тираспольский «Тиротекс» — второе текстильное предприятие Европы. В ПМР активно проник и укоренился бизнес с северо-востока: Молдавская ГРЭС включена в систему РАО «ЕЭС», ММЗ контролирует «Металлоинвест» Алишера Усманова (в паритете с украинскими структурами Рината Ахметова), «Тигина» принадлежит московской компании «Грин», на местном рынке энергоносителей рулит «Газпром»… Несмотря на пассивный внешнеторговый баланс, Приднестровье — заметный экспортёр в Россию, Украину, страны Средиземноморья и даже в Германию.

Флагман же собственно приднестровского бизнеса – торговый холдинг «Шериф», во главе с молдаванином Дмитрием Дюмэ и украинцем Денисом Морозенко, наиболее активный в нефтетрейдерстве и пищепроме.  Перспективы приднестровской экономики определяются местным межклановым балансом и позицией иностранных инвесторов, в свою очередь зависящей от межгосударственных отношений в регионе.

Длительный застой и бедность характеризуют и экономику Республики Молдова. Хозяйство в целом основано на аграрном секторе и разных формах обслуживания агропроизводства. Энергоресурсы практически целиком импортируются. До четверти экономически активного населения работает за границей (более всего в России, Украине, Румынии, отчасти Италии), денежные перечисления молдавских «гастарбайтеров» на родину предотвращают полный коллапс. Номинальные доходы низки, хотя выше, чем у приднестровцев. Официально объявляемые цифровые параметры ВВП и национального бюджета подвергаются сомнениям, но при любой методике подсчёта держат Молдову в разряде беднейших стран Европы. Даже в долгосрочной перспективе пока нет речи о вступлении в Евросоюз.

Молдавская экономика малопривлекательна для сторонних инвесторов, будь то в собственно экономическом или в политическом аспекте. Мировой кризис ударил по ней, пожалуй, сильнее, чем по Приднестровью, поддержать которое нашлись резоны у российских и украинских олигархов. Прошлый год отметился в Молдавии 7%-ным падением ВВП. На 22% снизилось промышленное производство. Снизились поступления от молдаван, работающих за границей. Но с другой стороны, международные эксперты констатировали эффективность стимулирования внутреннего спроса и усиление финансовой дисциплины со стороны молдавских налоговых и таможенных служб. Уже в начале 2010 года отмечался рост ВВП, который эксперты МВФ экстраполировали до более чем 3,5%-ной отметки. Считается, что Молдавия выстаивает в кризисе крепче, чем можно было ожидать.

Сколько за победоносную?

Политическое эхо кризиса не заставило себя ждать. Весной 2009 года массовые молодёжные беспорядки в Кишинёве под антикоммунистическими и общедемократическими лозунгами фактически смели президента Владимира Воронина, представлявшего коммунистическую партию. Несмотря на то, что молдавская ПКРМ весьма либеральна и скорее напоминает смесь «ЕдРа» с «Яблоком», чем даже КПРФ.

Тут необходимо сказать о важном политическом феномене Молдовы, который, к тому же, незаслуженно мало кем замечен. Экономический провал парадоксально сочетается здесь с политическим успехом. Из всех стран бывшего СССР именно эта республика наиболее последовательно реализовала демократические принципы политический жизни (кроме Литвы, Латвии и Эстонии, составляющих особый случай). Власть здесь реально избирается, регулярно сменяется, наличествует политическая конкуренция, операции «преемник» не в ходу. Проигравшие остаются в политике и имеют шансы на будущее, победители не сводят с ними счётов. Политические свободы в принципе не нарушаются (они, кстати, налицо и в Приднестровье). Как нигде в СНГ широки прерогативы парламента. Характерно, что разгул социально-экономического кризиса и накал политического противостояния привёли здесь к власти не авторитарную группировку с проектом очередного сортиромочения – да ещё при том, что объект вражды всегда под рукой. В выигрыше оказались силы, позиционирующие себя как демократические и даже либеральные, хотя не без националистического окраса, неизбежного в местном политконтексте.

«Либерального коммуниста» Воронина сменил Михай Гимпу, лидер Либеральной партии, происходящей от умеренно-демократического крыла бывшего Народного фронта и принадлежащей к общеевропейскому альянсу либерал-реформаторских партий. Правительство возглавил более правый и более жёсткий деятель Влад Филат, возглавляющий Либерально-демократическую партию.

И тут Молдавия, до сих пор так мало значащая в российских политических раскладах, неожиданно стало превращаться в их заметный фактор. Даже не просто заметный, а потенциально опасный.

Во внутриполитической сфере нынешние власти Молдавии мало отличаются от тех, кто руководит любой страной Евросоюза. В социально-экономической области они ориентированы на интенсивную либерализацию в духе эстонца Ансипа или грузина Саакашвили (что на практике означает столкновение с экономическим могуществом воронинского клана). Но во внешней политике молдавские либералы вновь ставят на сближение с Румынией («Мы один народ с двумя государствами», — чётко заявил Гимпу), возвращаются к жёсткой позиции в Приднестровском конфликте, требуют быстрого и безоговорочного вывода российских войск с территории, которую считают молдавской. В такой тональности Кишинёв не выступал со времён Снегура, с летних боёв 1992-го. На этот принципиальный фон накладываются такие демонстративные жесты, как отказ посетить празднование 9 мая в Москве.

Советские ностальгисты-«реставраторы» как-то никогда не заговаривали о возвращении Молдавии, довольствуясь поддержкой Приднестровья, в котором видели некий свой «идейный плацдарм». Похоже, от присоединения этой страны элементарно не видели «прибытка», чтобы специально ставить подобный вопрос. Чисто теоретически реинтеграция Республики Молдова могла бы обойтись примерно в $10-13 млрд экономических издержек. Не считая затрат на политический контроль – до следующего недальнего развода. О каких-либо приобретениях не приходится и говорить – снова получился бы регион без специализации…

К сожалению, однако, именно Молдавия может оказаться объектом приложения агрессивно-экспансионистских тенденций руководства РФ. Разумеется, не с целью извлечения какого-либо дохода и уж тем более не ради «восстановления Союза». Проблема в том, что ужесточение молдавской политики в регионе застарелого конфликта с вовлечённостью РФ – пригодный повод для «сплочения нации» в «маленькой победоносной» в Приднестровье, способной обеспечить даже больший, чем Осетия, оперативный простор в очередной «пятидневке подъёма». Которая ничего по-настоящему не изменит между Кишинёвом и Тирасполем, зато создаст требуемую обстановку для ужесточения режима в Москве. Не говоря о возможности списания средств, сопоставимых с гипотетическими затратами на невероятную реинтеграцию.
