Во-первых, Америка снова опрокинула марксизм. Вся правящая элита боролась против избрания магната-миллиардера. Никакой классовой солидарности, никакого сплочения капитала против трудящихся. Во-вторых, Америка доказала, что её демократия – это не слова. Элита разгромлена наголову избирательным бунтом рэднеков.  Не помогли ни деньги, ни информационное давление, ни административный ресурс. Массы высказались, и 45-м президентом США избран Дональд Трамп.

В мире царят растерянность, испуг и ожидание

tramp2Правда – если судить  по состоянию на вечер среды – не так всё просто. Строго говоря, американский народ проголосовал за другого президента. Арифметически Хиллари Клинтон получила несколько большую поддержку: 59, 16 млн против 59,03 млн. Кандидат Демократической партии обходит республиканца примерно на 0,1%. Но американская избирательная система устроена так, что победа в ключевых штатах важнее общенационального голосования. А такие штаты залились красной краской – в условный цвет республиканцев. В коллегии выборщиков за Трампа 289 человек, за Клинтон – 218. Вопрос закрыт. Клинтон признала поражение сразу, когда актив соперника в коллегии превысил половину.

Между прочим, так произошло уже в пятый раз. Меньшинством американских избирателей въезжали в Белый дом Джон Куинси Адамс (выборы 1824-го), Ратерфорд Хейс (1876-го), Бенджамин Гаррисон (1888-го) и уже на нашей памяти Джордж Буш-младший в 2000 году. Относиться к этому можно по-разному, но – закон не нарушен и победа считается чистой. Быть может, осознание её двойственности в чём-то притормозит богатого и наглого эксцентрика, пробившегося на верхушку мирового олимпа.

Что случилось в США в первый вторник после первого понедельника нынешнего ноября, сейчас пытаются осмыслить всем миром. В основном царят растерянность, испуг и ожидание. Откровенно ликуют лишь ультраправые маргиналы: «Американцы возвращают себе свою страну, а мы вернём свою!» (голландец Герт Вильдерс). Подпевают им путинисты. Из государственных руководителей дальше всех зашёл (как и следовало ожидать) венгерский премьер Виктор Орбан: «Какие отличные новости! Демократия жива!»

Трамп – виртуоз искусственного банкротства

rrЕсли же начать вдумываться, то прежде всего бросится в глаза вторичность трамповского дискурса. То и дело звучит «новый курс», «сделаем Америку снова великой». Но оба лозунга придуманы не в нынешней кампании. Первый – название политики Франклина Рузвельта 1930-х. Второй – слоган Рональда Рейгана в кампании 1980-го. Сам же Дональд Трамп, похоже, не имеет за душой вдохновляющих новых идей. Не считать же таковыми стену на мексиканской границе и прочие вариации «Black people out!» Что тут нового и где тут величие?

Смотрим на другие конкретные предложения Трампа. Которые, по логике вещей, ему скоро предстоит воплощать. Самое предметное – 7%-ное понижение подоходного налога. Весьма привлекательное для состоятельных людей. Лучше всего на этом сэкономят такие, как сам Трамп. Но ведь в своё время – при Рейгане хотя бы – подобная мера действительно оживила экономику, высвободив инвестиционный капитал.

Однако Трамп одновременно обещает увеличить государственные расходы. В первую очередь на безопасность и инфраструктуру. Как он это себе представляет, если только что отказался от значительной части средств? Рейган, снижая налоги, ставил на частную инициативу. Рузвельт частника ограничивал, но аккумулировал огромные средства для государственных ассигнований через те же налоги. Подходы противоположны, но логичны и непротиворечивы. А что в варианте Трампа? Разве не очевидно, что в каждой аудитории говорится то, чего там хотят услышать?

Делаться же будет нечто третье. В зависимости от конъюнктуры, от сиюминутного «табаша». Рыночный манипулятор привык к такому подходу. И не видит никакого резона его менять. Зачем, раз это приводит к победе? А наивные слушатели, похожие на детекторов лжи («хорошая машина – всему верит») пусть расслабляются и получают удовольствие дальше.

tramp3Марксисты рассуждают о «восстании промышленного капитала против банковской элиты». Дескать, Трамп – это спонтанно поднявшийся вождь производственников, и капиталистов, и рабочих. Бросивший вызов финансовым спекулянтам. Даже не хочется спрашивать: где в образе спекулянта недвижимостью углядели промышленников, да ещё рабочих? Дональд Трамп – виртуоз махинаций, лучше всего освоивший метод искусственного банкротства. Он банкротился несколько раз, сбрасывая с себя долговые обязательства и сохраняя, благодаря адвокатской казуистике, личное состояние. И от такого аса предлагается ждать Рузвельта и Рейгана в одном лице?

Мировая экономика уже отреагировала на торжество демократии. Обвальнее всего просел, конечно, мексиканский песо. Но предпринимательский гений Трампа поверг в лихорадку и остальной мир. Фьючерсы S&P500 потеряли с утра около 5%. Пали азиатские рынки с Японией во главе. Подорожание иены нанесло удар по акциям японских экспортёров. Европейский рынок открылся в тревожном ожидании, нефтяные цены просели после выхода данных API о росте запасов нефти в США.  Негативно отреагировал и рынок Китая. Развивающие рынки, в том числе российский, пока следуют в кильватере за ведущими площадками. Все ждут каких-то ясных заявлений. Хотя бы в отношении зон свободной торговли в рамках Транстихоокеанского и Трансатлантического партнёрств. Которые Трамп не раз обещал аннигилировать в интересах американского «отечественного производителя».

Политкорректность и государственная забота отвергнуты американским обществом

tramp4Кто же подарил это счастье Америке и миру? Трамп предельно персонифицировал кампанию, вывел на первый план не партийную программу республиканцев, а себя любимого. «Голосуй или проиграешь!» по-американски. И это сработало во вполне определённой части электората. Показательно, что исход выборов решился в Пенсильвании – весьма традиционалистском штате квакерского происхождения. Рассерженные белые граждане и гражданки, коммерсанты, рабочие и фермеры «рэднекского» типа, южане – вот базовый электорат Трампа. В чистом виде «американские ватники». Озверевшие от либерализма по-американски, бушевавшего при Обаме. Уверившиеся в приход второго Рейгана.

Тотальная мобилизация «креаклов» и меньшинств не помогла Хиллари Клинтон. Акции протеста с битьём стёкол, развернувшиеся  сразу после объявления предварительных итогов – это несерьёзно. Они ни на что не влияют. Хотя и демонстрируют уникальную для США степень политического раскола и взаимной озлобленности. Так отвечать на волеизъявление сограждан здесь раньше не полагалось. Многозначительные заявления военных, что они не признают Трампа верховным главнокомандующим, пока не повторялись. Америка всё же не Египет.

Идеология политкорректности, мультикультурализма и повышенной государственной заботы явно отвергнута американским обществом. Но цена этого отвержения слишком высока. Вышиблена из седла Республиканская партия, и её успех на выборах в Конгресс не отменяет этого факта. Партия, выдвинувшая Дональда Трампа не может считаться партией Рональда Рейгана. Шансы Джона Маккейна и Марко Рубио были провалены, и это ещё сильно скажется. Демократическая же партия не быстро оправится после разгрома. Президентства Билла Клинтона и Барака Обамы, лидерство Хиллари Клинтон загнали в лузерскую нишу наследников Франклина Рузвельта.

Трамп не желает тратиться на защиту мировой свободы

Перейдём к внешней политике. Что собирается Трамп строить в глобальном масштабе? Воззывы к интересам американской нации и безопасности США как приоритетным ценностям мало что проясняют (мы и дома таких заклинаний наслушались достаточно). Конкретнее звучит так: «Если мы положим конец краже американских рабочих мест, это даст нам те ресурсы, которые необходимы для восстановления нашей армии и укрепления нашей финансовой независимости и мощи». Далее реанимируется – конечно, с поправкой на время и место – концепция изоляционизма 1920-х годов. Обосновывается она в англосаксонском духе – экономически: «Те страны, которые мы защищаем, должны заплатить за такую защиту, а если этого не произойдёт, США должны позволить им самостоятельно себя защищать».

Сильная армия защитит Америку от прямого нападения и обеспечит её экономические интересы. В мире же нужна «реал-политик». Трамп не желает тратить американские миллиарды на защиту и продвижение мировой свободы. Будь то в Восточной Европе, на Дальнем Востоке или в арабском мире. Уже поэтому бессмысленно говорить о «рейганизме наших дней», знаменосцами которого выступали Маккейн и Рубио.

Фактически новый президент готов к разделу мира на зоны геополитического влияния. И на переговоры о таком разделе с Путиным и Си Цзиньпином. Именно этот подход определил симпатии к Дональду Трампу со стороны правящих кругов РФ. Такая политика, естественно, загонит мир в тупик. Но – что очень важно – развяжет руки негосударственным, даже контргосударственным формированиям. Которые имеют собственное видение глобальных проблем и оптимальных решений.

Умиляют, однако, попытки российского агитпропа представить Трампа неким «голубем». Агрессивности в американской политике наверняка прибавится. Наивные надежды Обамы на всеобщую приверженность идеалам разума больше не вдохновляют. «Я не стану колебаться и применю военную силу там, где это будет необходимо. Но если Америка вступает в борьбу, она должна выйти из нее победительницей, – подыгрывает Трамп новому тренду. – Я считаю, что уменьшение напряженности и улучшение отношений с Россией — с позиции силы — возможно. Здравый смысл подсказывает, что этот цикл враждебности должен завершиться. Некоторые говорят, что русские никогда не будут вести себя разумно. Я намерен это проверить. Если мы не сможем добиться выгодного для Америки соглашения, мы быстро покинем стол переговоров».

В общем, задевать американские интересы, летать над «Дональдом Куком», превращать федеральный телеэфир в посыпанную радиоактивным пеплом палату номер 6 станет небезопасно. Однако эти изыски для Кремля и не являются необходимыми. Путин вполне удовлетворится карт-бланшем на доминирование в постсоветском мире. А дальше видно будет – Путин ведь, в отличие от Трампа, не связан четырёхлетними сроками.

Хмурая серьёзность расслабляет в опасном мире

Несколько сложнее обстоят дела с Китаем. Угрожать ему Трамп не смеет и переводит всё на привычные околоэкономические рельсы. «Налаживание наших отношений с Китаем — это ещё один важный шаг на пути к процветанию. Китай уважает силу, и, позволив им воспользоваться нами в экономическом смысле, мы потеряли их уважение. У нас огромный торговый дефицит с Китаем, и мы должны быстро найти способ его сбалансировать. Сильная и энергичная Америка — это Америка, которая сможет подружиться с Китаем. Эти две страны могут либо извлечь взаимную выгоду, либо двинуться разными дорогами».

Между прочим, в Поднебесной, комментируя результаты выборов в США, сделали упор на грязной предвыборной кампании. Забавно – страна, в которой свободных выборов не было вообще никогда, упрекает страну, в которой такие выборы уже стали национальной традицией. Впрочем, такого рода упрёки звучат не только из Пекина, но и из Москвы. Что ещё смешней.

В общем, смотрится всё пока что довольно мутно. Чтобы закончить на позитивной ноте, отметим: однозначный бенефициар выборов живёт в Санкт-Петербурге. Зовут его Трамп. Просто Трамп, без Дональда. До последнего времени он работал котом в Эрмитаже – ловил музейных мышей. Недавно отправился на отдых к хозяевам. Однако в честь победы тёзки получит с прежнего места работы заводную мышку и любимые паштетики.

Это правильно. В сложном и опасном мире, где выбирают Путина, Эрдогана, Трампа и Мугабе, хмурая серьёзность опасная вещь. Слишком расслабляет.
