В Перу состоялся второй тур президентских выборов. Сошлись два правых кандидата – праворадикальный и правоконсервативный. Кейко Фухимори, дочь харизматичного реформатора и заключённого-долгосрочника Альберто Фухимори конкурировала с бывшим премьер-министром Педро Пабло Кучински. Соперники шли ноздря в ноздрю.

fujimoriПервый тур прошёл 10 апреля. Его уверенно выиграла 41-летняя Кейко Фухимори. За неё проголосовали почти 40%. Вторым пришёл 77-летний Кучински с 21%. Остальные кандидаты отсеялись, в том числе дважды экс-президент социал-демократ Алан Гарсиа и левая националистка Вероника Мендоса, вышедшая на почётное третье место с 18%-ной поддержкой.

Победа Фухимори-младшей казалась почти предрешённой. Во-первых, большой отрыв. Во-вторых, её партия Народная сила, построенная на культе президента Фухимори, застолбила абсолютное большинство в перуанском парламенте. Однако 5 июня избиратели распорядились иначе. С минимальным перевесом, чуть более 50%, прорвался к финишу Педро Пабло Кучински. Крутая Кейко, а главное, несравненный папа, выглядывающий через решётку из-за её спины, всё-таки пугают значительная часть общетсва. Ведь Фухимори – как отец, так и дочь – олицетворение жёсткой шоковой ясности в решении проблем. Кучински более размерен и основателен.

Где у Фухимори экономический подъём через рыночную вакханалию, там у Кучински снижение налогов для стимулирования бизнеса. Где у Фухимори «эскадроны смерти», там у Кучински повышение зарплаты полицейским. В общем, большинство, пусть очень незначительное, предпочло что полегче.

Но в любом случае, эти выборы ещё раз подтвердили тектонический сдвиг в латиноамериканской политике. Правый поворот набирает разгон. «Всеобщие выборы в Перу выявили этот поворот в более выпуклой, более явной форме», – считает бразильский политолог Жан Родригес.

умалаПоследние пять лет Перу управля администрация левонационалистического политика Ольянты Умалы. За это время правительственный лагерь так и не смог добиться сколько-нибудь впечатляющих результатов в экономике. Рост имел место, удалось стабилизировать общественные финансы и поначалу даже запустить ряд социальных программ. Но этот эффект не оказался долговечным. Падение темпов роста ударило по интересам сельскохозяйственных производителей, снизило покупательную способность населения. Тем более не удалось правительству преодолеть «неформальный» характер перуанской экономики: на теневой сектор приходится до 70% рабочих мест. Равно как побороть бедность: за её чертой сегодня находится около 30% населения Перу.

При таких итогах левого правления выборы закономерно превратились в дуэль правых политиков. Как это часто бывает в западноеврпейских странах, когда во втором туре выборов противостоят «твёрдый» и «умеренный» правые, левые и центристы решают голосовать за «меньшее зло». То есть, за второго. Тем более в Перу, где не только коммунисты-маоисты из «Сендеро луминосо», но и леволибералы с ужасом вспоминают «лихие девяностые» – правление крайне правого популиста Альберто Фухимори. Отбывающий ныне 25 лет тюрьмы за злоупотребление властью, деяния «эскадронов смерти», вмешательство в правосудие, прослушивание телефонных разговоров.

педроТень Фухимори нервирует и перуанскую элиту. В итоге перед вторым туром леворадикалы, социал-демократы, либералы и центристы единым фронтом поддержали консерватора Кучински.

Очевидно, что новая власть предложит согражданам сокращение социальных расходов, схематику очередного «наступления на коррупцию» и наведение порядка в общественном секторе. В целом, речь пойдёт, конечно же, о проведении правой политики. В экономике – неолиберальной. В международных же делах «левый уклон» не ощущался и при Умале. Как отмечает французский эксперт Жан-Жак Курляндски, «из всех «левых» стран Южной Америки для Перу в наименьшей степени был характерен антиамериканский дискурс и антиимпериалистический настрой». Дело здесь, конечно же. не в идеологических аспектах.

Перу традиционно заинтересована в развитии экономических отношений, свободных от тарифных ограничений и барьеров. Поэтому перуанская политическая и экономическая элита имеет определённый консенсус в том, что касается либерализации мировой и региональной торговли. Так, именно при администрации Ольянты Умалы Лима инициировала создание Тихоокеанского альянса. Несмотря на критику этого проекта со стороны латиноамериканских левых. Также перуанское правительство с готовностью присоединилось к Транстихоокеанскому партнёрству, продвигаемому администрацией Барака Обамы.

Это не мешало перуанцам активно торговать с КНР. Сегодня Китай остаётся крупнейшим внешнеэкономическим партнёром Перу. Покупал Умала и российское оружие, при этом подвергая критике Москву за присоединение Крыма.

Можно не сомневаться, что хоть при Кучински, хоть при Фухимори-дочери эта «рыночно-выгодная» основа перуанской внешней политики сохранится в неприкосновенности. Другое дело, что для Вашингтона успех «человека с Уолл-Стрит» – бывшего сотрудника Всемирного банка Педро Пабло Кучински – исход более радостный, чем победа непредсказуемой дочери неистового Фухимори…
