У следствия появилась новая версия происхождения денег, обнаруженных у полковника МВД Дмитрия Захарченко в ходе расследования дела о коррупции. Об этом пишет «Коммерсантъ» со ссылкой на источники, близкие к расследованию.
По мнению следователей, эти деньги могли быть «откатами», которые должны были получить топ-менеджеры крупнейших российских нефтяных и газовых компаний.
Газета отмечает, что врио начальника управления «Т» ГУЭБиПК МВД Захарченко и его подчиненные по долгу службы должны были следить за расходованием средств таких компаний, в первую очередь — за подрядами на монтаж нефте- и газопроводов, замену и ремонт перекачивающего оборудования, строительство поселков и дорог, которые компании заключали с подрядчиками и которые «исчислялись в миллиардах или в десятках миллиардов рублей», пишет издание.
По информации источников, такие тендеры часто выигрывали претенденты, готовые отдать до 30% стоимости заказа наличными топ-менеджерам корпораций, которые их рекомендовали.
Для передачи «отката» подрядчик создавал фирму-однодневку, куда перечисляли сумму «отката». После этого однодневка обналичивала эти деньги через аффилированный с участниками схемы банк и самоликвидировалась.
Захарченко отслеживал эти схемы и вмешивался лишь на конечной ее стадии, когда «откат» был уже сформирован, обналичен и готов к передаче, полагают оперативники.
По их версии, посредник от Захарченко шантажировал руководство кредитного учреждения, нарушившего законы. За неиспользование собранного компромата «команда» Захарченко предлагала банкиру целиком передать им откат.
Издание также сообщает, что к расследованию дела Захарченко следствие собирается подключить ФРС США.
Ранее сообщалось, что полковник антикоррупционного главка Министерства внутренних дел Дмитрий Захарченко не понимает, в чем его обвиняют.
