Российские предприниматели в блоге президента России Дмитрия Медведева пожаловались на фирму "Безант", монополиста на отечественном рынке электронных контрольных лент защищенных (ЭКЛЗ), пишет газета "Ведомости". Записываемые в прибор данные регулярно проверяются сотрудниками Федеральной налоговой службы (ФНС). Согласно российскому законодательству ЭКЛЗ необходимо менять каждые 13 месяцев.
Наибольшее недовольство предпринимателей вызвало резкое повышение стоимости ЭКЛЗ в разгар кризиса в декабре 2008 года и феврале 2009-го. По данным Федеральной антимонопольной службы (ФАС), с 2007 года проверившей рынок кассовой техники и участников производства и продажи ЭКЛЗ, если в октябре 2004 года устройство стоило 2,5 тысячи рублей, то сейчас оно продается уже по 6,5 тысяч рублей. При его покупке стоимость кассового оборудования возрастает до 12-13 тысяч рублей. Таким образом половина стоимости кассы приходится на ЭКЛЗ.
В общей сложности в России зарегистрированы около 3 миллионов кассовых аппаратов, из которых 2,5 миллиона оснащены ЭКЛЗ. Таким образом, объем рынка можно оценить в 16 миллиардов рублей. Единственным продавцом ЭКЛЗ на рынке является компания "Безант". Эта компания стала поставщиком ЭКЛЗ без конкурса. Конкурс в 2004 году планировали провести Федеральное агентство правительственной связи и информации (ФАПСИ) и Государственная межведомственная экспертная комиссия (ГМЭК). Конкурс провести они не успели, поскольку в 2003-2004 годах были упразднены.
