Сегодня на заседании Арбитражного суда Москвы была озвучена сумма претензий «Невской концессионной компании» к правительству Санкт-Петербурга. Причиной обращения компании в Парижскую арбитражную палату стал отказ городского правительства от строительства Орловского тоннеля. По мнению судей, НКК, инвестировавшая в проект, якобы потратила на авансовый платёж за тоннелепроходческий щит, необходимый для строительства тоннеля, €15 млн.
План строительства двухуровнего тоннеля был озвучен в 2007 году. Спустя три года НКК и правительство Матвиенко подписали соглашение о строительстве. Однако уже в 2011 году, после прихода в Смольный нового губернатора, договор был расторгнут. Полтавченко посчитал, что строительство обойдётся городу слишком дорого. Тем более, что первоначальная стоимость тоннеля 47,7 млрд рублей неожиданным образом выросла до 115 млрд.
«Невская концессионная компания», аффилированная со структурами думского депутата Виталия Южилина посчитала себя обманутой и подала иск в Парижскую арбитражную палату. Полгода назад палата приняла решение о взыскании убытков с города. В ответ Смольный подал иск в московский Арбитражный суд с требованием отменить решение Палаты. Если оно останется в силе, Санкт-Петербургу придётся выплачивать НКК из своего бюджета около 1 млрд рублей (€15 млн по нынешнему курсу). Пока что городской убыток составляет всего 7 млн рублей — столько заплатили чиновники известному адвокатскому бюро, которое будет их защищать.
Мера весьма предусмотрительная, поскольку кавалер золотой медали «За помыслы и деяния» (1999), депутат ГД, бывший коммунист и нынешний единоросс Южилин известен городу не только мудрыми законодательными инициативами «О морских портах Российской Федерации» и «О внесении изменений в некоторые законодательные акты Российской Федерации в части создания портовых особых экономических зон». Его считают одним из влиятельных теневых заправил города, контролирующим петербургский морской порт.
Кроме того Южилина связывали с покушением на убийство в 2006 году совладельца Петербургского нефтяного терминала Сергея Васильева. Есть предположение, что Илья Трабер, контролировавший порт, уезжая за границу, уступил терминал братьям Михаилу и Владимиру Скигиным — партнёрам Васильева. Скигины, владельцы контрольного пакета акций ПНТ, поссорились с Васильевым, а затем тоже покинули РФ. Таким образом, ПНТ полностью перешёл под контроль Васильева. Однако Скигины были тесно связаны деловыми интересами не только с Васильевым, но и с Южилиным. Который, как показывает, в том числе, нынешний опыт сотрудничества петербургского правительства и НКК, вовсе не склонен добровольно отказываться от своих денег. В 2009 году правоохранительные органы обвинили в совершении этого преступления Владимира Барсукова. В прошлом году он был полностью оправдан судом присяжных, но Верховный суд их вердикта не признал по весьма сомнительным аргументам. Так что борьба за миллиард предстоит нелёгкая.
Конечно, сумма в 1 млрд рублей — мелочь в сравнении с тратами, которые предстоят правительству в связи со строительством двух других мостов, приуроченном к ЧМ-2018, который может и не состояться. Северный мост, соединяющий Васильевский и Петровский острова с Петроградской стороной и Большой Смоленский — от проспекта Обуховской Обороны до перекрёстка Энергетиков и Заневского. Стоимость первого 9 млрд рублей, второго — 12 млрд. Кроме того планируется строительство пешеходного моста Чемпионов, пролегающего на высоте более 50 метров, из Приморского района до «Зенит-Арены», стоимостью (вместе с развлекательно-деловым центром и яхт-клубом) 5 млрд рублей. За чей счёт будут построены эти объекты, в опубликованных документах не указано.
