В апреле Минфин прогнозировал, что к 2014 году совокупный объём фондов может увеличиться до 7% ВВП. По итогам 2011 года ВВП России составил 54,585 трлн рублей; экономика, как ожидается, будет расти на 3,5-4% в год.
ФНБ и Резервный фонд были созданы в 2008 году на базе Стабфонда и служат для накопления средств, полученных бюджетом за счет высоких цен на нефть.
