На фоне всеобщего финсотрясения в России незаметно приключился довольно нелепый «инсайд». Руководитель Diamond Age Capital Advisors, финансист Слава Рабинович в своем Facebook 26 февраля написал: «Для российских банков и фирм на Кипре «игра окончена».
Слава Рабинович – человек небесспорных финансовых талантов. Мы не будем касаться ведения им дел в собственной компании, поскольку там-то всё благополучно. Однако его тяготение к жареному материалу сделает честь любому любителю джинсы от журналистики. Так, в июле Рабинович вещал о том, что падение российской экономики с неизбежностью повлечет за собой всеобщий мировой кризис.
С этим можно соглашаться или спорить, но очевидный интерес Славы Рабиновича здесь прослеживается очень ясно. Его фонд играл на акциях российских предприятий. И вот теперь, отвязавшись от тонущего рынка, Рабинович предрекает друзьям Путина неизбежный крах. В который уже раз предрекает, что заставило иных аналитиков усомниться в его правоте. Но это как раз один из тех случаев, когда пастушок кричит «Волк! Волк!» и внезапно оказывается прав.
Итак, Рабинович утверждает следующее. Правительство Кипра получило ультиматум от OFAC (Office of Foreign Assets Control, финансовая разведка США). Финансист не сообщил содержимого ультиматума, однако добавил, что президент Кипра прилетел в Россию и проводит по этому поводу частные встречи в одной из самых шикарных гостиниц Москвы.
Однако встреча с Путиным и договорённости о межбанковском сотрудничестве уже были ранее анонсированы кипрским президентом Никосом Анастасиадисом. Ещё в январе были заявлены сроки визита – 25—27 февраля. Правда, возникали опасения, что старик президент снова попытается улизнуть на больничную койку, как он сделал это перед новогодними праздниками (изначально встреча назначалась на конец декабря). Если Слава Рабинович располагает совершенно особым инсайдом, то тогда декабрьский визит Анастасиадиса в Нью-Йорк на лечение прошёл весьма плодотворно. Но доказательств этому нет и не предвидится.
Дело в том, что Никос Анастасиадис – один из тех, кого очень плотно «окучивают» друзья Путина. В частности, когда он в прошлом году оказался в больнице с приступом гастрита, ухаживать за ним прилетел один из людей Аркадия Ротенберга. Президент Кипра не зря считается внештатным членом кооператива «Озеро». И на какие-либо предложения со стороны Запада он вряд ли пошёл бы без оглядки на русских друзей. Достаточно вспомнить, что одним из первых его заявлений в Москве было осуждение операции турецких сил в Сирии.
Не так давно пророссийская ориентация президента Республики Кипр уравновешивалась главой ЦБ Кипра Паникосом Димитриадисом. Он всегда стоял в жёсткой оппозиции к решениям Анастасиадиса. Но президент сумел поставить вопрос ребром и добиться смещения этого ставленника Евротройки. Теперь ЦБ Кипра управляет куда более покладистый Атанасиос Орфанидес, вернувшийся на свою должность после недолгого перерыва. Человек, несущий львиную долю ответственности за проблемы в банковском секторе островного офшора.
И тем не менее, заявление Рабиновича не могло родиться на пустом месте. 12 февраля 2015 года между OFAC и Правительством Кипра в соответствии с FATCA (Законом о налоговой отчётности на зарубежных счетах) было подписано соглашение, которое действительно ставит под вопрос некоторые схемы по выводу средств из России. И тут, скорее всего, есть место допущению о том, что в первую очередь под контроль ставятся проводки друзей Путина.
Как пишет Рабинович, «у всех банков, начиная от ВТБ и Сбербанка, продолжая всеми российскими инвестиционными банками и заканчивая самой маленькой конторкой, есть офисы на Кипре. Через эти офисы осуществляются космических масштабов финансовые операции, включая и то, что называется финансовыми махинациями. В том числе для членов ЗАО ФСБ «Озеро».
Здесь Рабинович продолжает развивать свою мысль о том, в ноябре 2014 года российский президент Владимир Путин стал недоговорной фигурой с точки зрения США. С его же слов, заместитель министра по вопросам терроризма и финансовой разведки Соединённых Штатов Дэвид Коэн контролирует финансовые операции всех членов российского списка Форбс-500.
Доказать это утверждение невозможно. Однако имеющийся в открытом доступе текст соглашения между Кипром и FATCA красноречиво свидетельствует о том, что все операции россиян на Кипре с этих пор ставятся под контроль и наблюдение из-за океана. В частности, FATCA желает знать, соблюдаются ли на Кипре правила честного вложения, не производится ли там ухода от налогов и отмывания нелегальных капиталов. При этом, кроме аккаунтов из Штатов, FATCA интересуют вообще все случаи отмывания. Связь держится с соответствующими подразделениями в ЦБ и финансовой полиции Кипра.
Учитывая постоянный интерес российской финансовой элиты к управлению Банком Кипра (Bank of Cyprus) и проникновение россиян в совет директоров, FATCA всё же сумела переиграть Россию. Её козырь бьёт любые потуги внедриться в контролирующие инстанции. Ведь не стоит забывать о том, что Кипр накрепко привязан к решениям Евротройки. И сопротивляться мониторингу банковских транзакций Анастасиадис не в состоянии.
