«Лениздат» сменил хозяев

Еще четыре года назад СМИ полнились сообщениями о коммерческой судьбе комплекса зданий «Лениздат» на набережной Фонтанки, 59. Утверждалось, что в борьбе за объект победила дочерняя структура корпорации «Базовый элемент» Олега Дерипаски. По предположениям экспертов, компания должна была присоединить здание «Лениздата» к проекту реконструкции Апраксина двора, право на которую получила на конкурсе в январе 2008 года.

И вот теперь знаменитое, если не сказать легендарное здание окончательно сменило хозяина. Объект перешел в собственность ООО «Стройинвест». Заменена охрана (ЧОП «Аргус»), изменен регламент доступа (вместо пропусков вход теперь осуществляется по магнитным картам). Долгая эпопея с покупкой «Лениздата», таким образом, завершилась. Неясен лишь вопрос: кто конкретно стал его собственником? Стройинвест может оказаться лишь частью традиционной цепочки компаний, владеющих одна другой, как предполагали еще в 2008 году. Но может и не оказаться…

Компания «Стройинвест» была учреждена в 2006 году. Она звучно заявила о себе в 2007–2008-м, участвуя в масштабных проектах и торгах. Наибольшую известность Стройинвест приобрел осенью 2007 года победой на торгах по тому же комплексу «Лениздата». СМИ связывали фирму и ее тогдашнего гендиректора Павла Сотова с промышленной группой «Союз», считавшейся структурой, близкой к министру обороны РФ Анатолию Сердюкову. Сам Павел Сотов в одном из интервью откровенно сообщил, что Стройинвест был учрежден как представительство де-факто неназванной британской структуры – дабы не терять времени на оформление дочерней компании де-юре. Впоследствии Сотов и его предшественник гендиректор Виталий Таразанов передали свои доли американской компании с ограниченной ответственностью «Консенсус», а та – FalconWood Ltd.

Между тем ряд экспертов рынка недвижимости в том же 2008 году предполагали, что Стройинвест изначально действовал в интересах кита строительного бизнеса – Главстроя как подразделения «Базэла» Дерипаски. Информация же о неких анонимных британцах, стоящих за Стройинвестом, распространялась намеренно.

За комплекс зданий, включающий офисные помещения, типографские цеха и т. д. общей площадью 30 тысяч квадратных метров, Стройинвест заплатил 19 млн долларов, что почти не превысило стартовую цену аукциона. Притом что рыночная стоимость объекта оценивалась примерно в 50 млн. Возникли предположения о целенаправленном отсечении других претендентов – например, шведской фирмы Rurik AB – через сокрытие информации о торгах. Rurik AB был поставлен перед свершившимся фактом по итогам торгов, несмотря на то, что несколько раз до этого заявлял о своей заинтересованности в этом приобретении. Живой интерес Rurik AB можно понять: он активно реставрировал примыкающее к «Лениздату» здание на Фонтанке, 57 (часть комплекса Карла Росси). По планам в этом здании к 2010 году должен был появиться новый торговый центр. Для шведской компании ставки были весьма высоки. Поэтому и для ее устранения из игры не жалелось средств.

Однако результат аукциона 2007 года не стал окончательным решением вопроса о принадлежности «Лениздата». В следующем году было объявлено, что 100-процентная доля в Стройинвесте принадлежит FalconWood Ltd – дочерней структуре Главстроя. Наблюдатели сделали вывод, что через специально созданную фирму Главстрой обеспечил себе положение главного инвестора в проектах «коммерческой оптимизации» здания. Предполагалось, что «Лениздат» будет включен как составляющее звено в крупномасштабный план Главстроя по реконструкции Апраксина двора. А по словам тогдашнего управляющего директора Главстроя СПб Игоря Евтушевского,  здание «Лениздата» все же отнесли к Апраксину двору на свой страх и риск, так как без него комплекс «не играет». То есть для того, чтобы вообще принять участие в торгах.

Высказывались различные соображения о дальнейшей судьбе здания. Сначала эксперты говорили о его сносе. Затем всплыла версия о переделке «Лениздата» в четырехзвездочную гостиницу. Называлась даже конкретная сумма, которую Главстрой должен был инвестировать в проект.

И вот 12 ноября 2011 года появляется свидетельство о государственной регистрации права собственности, субъектом которого является ООО «Стройинвест». Документальным основанием назван инвестиционный контракт от 27 сентября 2007-го – время завершения скандальных торгов. При этом стоит заметить, что юридическим адресом Стройинвеста Фонтанка, 59, обозначена уже два месяца.

Последний год ООО «Стройинвест» возглавляет гендиректор Сергей Дурасов. 100 процентов уставного капитала (10 тысяч рублей) сейчас принадлежит кипрской компании VТТ Hotels van Ltd. Ее соотношение с предыдущими собственниками – среди которых особо бросается в глаза американская компания с ограниченной ответственностью «Консенсус» – публично не фиксируется. По данным пожелавшего остаться анонимным эксперта строительного рынка, изменения в составе владельцев Стройинвеста происходили плавно и на степени влияния Главстроя (в свое время олицетворявшееся гендиректором Сергеем Варнаковым) не отражались. Впрочем, это мнение может быть и субъективным.

В связи с происшедшими изменениями в праве собственности на здание, уже видимыми невооруженным глазом, мы обратились за разъяснениями в организацию, к которой, по мнению оставшихся неизвестными экспертов, сводятся нити всей реконструкторской деятельности в районе.

Директор по связям с общественностью «Главстроя СПб»  Марина Турыгина в беседе с «ВКризис.ру» неожиданно опрокинула все хитроумные комбинации и предположения, нагроможденные вокруг судьбы «Лениздата». Она заявила, что Главстрой  не имеет никакого отношения ни к Стройинвесту, ни к «Лениздату». Никаких реконструкторских работ в районе набережной Фонтанки компания вообще не ведет хотя бы потому, что в данный момент «Лениздат» не входит в состав Апраксина двора – следовательно, выпадает из сферы интересов Главстроя. В головном (московском) офисе компании информацию о каком-либо отношении Главстроя к Стройинвесту также не подтвердили.

В таком случае шумиха 2008 года представляется не более чем дутым информационным поводом. Однако заявления, сделанные тогда официальными представителями обеих компаний, в таком случае зависают в воздухе. В самом деле, в случае, если эпопея с включением здания в состав Апраксина двора не выдумана, то когда же произошла смена собственника «Лениздата»? В таком случае напрашивается только один вывод: от «Лениздата» избавились, сбросив его Стройинвесту и полностью сосредоточившись на Апраксином дворе, проблем с которым тоже хватает. Отследить момент отстыковки вряд ли удастся, так что вопрос, по сути, остается открытым.
