Иногда в полугротескной форме, как вокруг оперной певицы Марии Максаковой, претендующей на парламентский мандат от «Единой России».
Певица идёт в Госдуму от Астраханской области. Она прошла местные «единоросские» праймериз, победила с большим отрывом. Выдвигалась, кстати, «Общероссийским народным фронтом», объезжала Астраханщину с концертами, встречалась с руководством областной администрации. Затем посетила и Кремль. Встречалась с Владимиром Путиным, обменялась дружескими репликами: предложила создать передвижные приёмные, премьер поблагодарил за идею.
Тем временем правоохранительные органы Испании потребовали от России выдачи Владимира Тюрина. Он же «вор в законе» Тюрик. И, как считается, гражданский супруг Марии Максаковой. Тюрин подозревается в легализации денежных средств, полученных преступным путём.
Тюрик – крупная фигура криминального мира. Один из немногих его деятелей, которому удалось совместить несовместимые тенденции – от «воров в законе» и от «братвы девяностых». Первая категория происходит из традиционной советской преступности, а корнями уходит в глубь дореволюционной истории с тогдашними «людьми лихими». Вторая рождена новейшей эпохой, неразрывно связана с российскими реформами времён демократии и построения капитализма.
Последние двадцать лет эти силы люто враждовали. Их противоборство, зачастую кровавое, создавало основу «хроник криминальной России». В Санкт-Петербурге, например, оно вылилось в полуторадесятилетнюю криминальную войну «тамбовской ОПГ» сначала с «казанскими», потом с группировкой Кости Могилы, смотрящего по городу от «воров в законе». В итоги пали все стороны: «казанская ОПГ» была разгромлена к концу 1990-х, Костю Могилу застрелили в 2003-м, лидера «тамбовского инвестиционного клуба» (таковым постепенно стало данное криминальное сообщество) Владимира Барсукова (Кумарина) арестовали в 2007-м.
В этом противостоянии наблюдалась интересная эволюция. Традиционный кодекс «воров в законе» запрещал им иметь официальную работу, семью, брать в руки оружие, лично применять физическое насилие, но пуще всего – иметь дело с властями. Бандиты 1990-х, поднявшиеся на волне перестроечного рэкета (впрочем, первоначальное структурирование они проходили ещё до перестройки, то рэкетируя подпольных цеховиков, то их же охраняя от рэкетиров), не чурались легализации. Учреждали фирмы, особенно охранные, вступали в деловые отношения с чиновниками и крупными предпринимателями Но постепенно те и другие парадоксально поменялись местами. «Воры» чем дальше, тем больше сходились во взаимодействии с представителями власти, тогда как «бандиты» превращались в объект для совместного прессинга.
Владимиру Тюрину титул «вора в законе» был присвоен с подачи легендарного Япончика. До того Тюрин был криминальной звездой регионального масштаба, ареал его деятельности ограничивался Восточной Сибирью. Там он начинал преступный путь ещё в СССР, получая сроки за кражи, хулиганство, торговлю порнографией. Там сколотил и возглавил «братскую ОПГ» — по названию родного города в Иркутской области. К концу 1990-х он стал авторитетным бизнесменом, взявшим под контроль алюминиевый завод, лесопромышленные, целлюлозно-бумажные, транспортные, энергетические предприятия.
Такой трамплин плюс протекция Япончика позволили перебраться в Москву. По оценкам некоторых наблюдателей, Тюрик вошёл в близкое окружение Аслана Усояна (Дед Хасан), неформального лидера всероссийского сообщества «воров в законе». А в Северную столицу он командировал бригаду Олега Макавоза, специализировавшуюся на силовых операциях. Поскольку Тюрик принадлежал к «воровскому», а не «бандитскому» лагерю, Макавоз и его боевики подключились к петербургской криминальной войне против «тамбовцев» Барсукова.
В 2004 году Макавоза с его людьми арестовали. Им предъявили обвинения в серии громких убийств периода криминальной войны, похищениях и вымогательствах. Практически сразу в этой связи прозвучало имя Владимира Тюрина, к тому времени одного и самых влиятельных «воров в законе». Макавоза осудили на 23 года, а впоследствии активно подключили к формированию «доказательной базы» в отношении Кумарина. Но его прямую связь с Тюриком, при всей общеизвестности, формально доказать не удалось. Возможно, к этому не очень и стремились.
Однако 2 ноября 2010 года Владимира Тюрина неожиданно задержали в московском ресторане «Купол». Операцию осуществляли сотрудники трёх ведомств – угрозыска, Службы экономической безопасности ФСБ и российского бюро Интерпола. Основанием послужил запрос правоохранительных органов Испании в Генпрокуратуру РФ. Испанцы, вообще в последние годы очень строгие к «русской мафии» (именно там происходят наиболее громкие из заграничных арестов такого рода), предъявляют ему пресловутое «отмывание денег». Определённые основания для таких подозрений могут быть.
Несколько лет Тюрин жил в Испании и, как предполагается, участвовал в «воровском» совещании 2003 года, когда с подачи Деда Хасана было принято решение учредить несколько финансовых компаний для легализации криминальных доходов. Пройдя процедуру «отмывки», средства инвестировались в элитную испанскую недвижимость. Совсем как в рекламном призыве: «Покупай себе двери испанские по российской доступной цене!»
Тюрин, как считают компетентные органы Испании, играл в этой работе одну из ключевых ролей. Активизация испанской правоохраны вынудила его вернуться в Россию и задержаться на родине, обзаведясь подложными документами (что стало довеском к основным обвинениям). Но испанцы настигли его и здесь. Сейчас вопрос об экстрадиции Тюрина на Пиренейский полуостров находится в стадии решения. Он оказался непростым – хотя бы потому, что даже с формальной точки зрения неясно его гражданство. Граждан Росси конституция РФ запрещает выдавать. Но российский паспорт Тюрина был поддельным. Какое-то время Тюрин рассматривался как гражданин Казахстана, однако казахстанские инстанции категорически от него отмежевались, а постоянно проживал он всё-таки в России. Словом, ситуация запутанная, адвокатам раздолье. Хотя кое-кто из коллег Тюрика по «испанской отмывочной» уже оказался в тюрьмах королевства.
У Владимира Тюрина, однако, есть сильная фора – отношения с Марией Максаковой. Отношения не формализованные, официально певица не замужем. Но они давно знакомы, связаны узами самой тесной дружбы, чего Максакова отнюдь не отрицает. Она очень позитивно отзывается о Тюрине и не скрывает, что пытается ему помочь в возникших проблемах.
«Единая Россия» не имеет никаких резонов дистанцироваться от своего кандидата – известного деятеля культуры, олицетворяющего преемственность российского артистического искусства. Мария Максакова не собирается дистанцироваться от Владимира Тюрина. Таким образом, Тюрик оказывается не чужим для правящей партии – пусть даже без всякого партийного на то желания. Так сложилось объективно, и считаться с этим приходится.
Ситуация по-своему символична. Тюрин представляет не последнюю в стране социальную группу, которую приходится учитывать и представителям властей. Группу, заметную по экономическому и даже политическому влиянию. Пусть и не столь могущественную, как ещё пять-десять лет назад.
