Конкурс по строительству стадиона был объявлен 1 октября 2013 года. В конце октября комитет рассмотрит заявки, а 1 ноября пройдет аукцион. Стартовая цена контракта составляет 12,5 млрд рублей.
29 октября будут рассмотрены первые части заявок участников на соответствие техзаданию конкурса. Если обе компании будут допущены, 1 ноября состоится аукцион.Если техзаданию будет соответствовать заявка только одной компании, контракт будет заключен с ней по максимальной цене.
Ранее договор с подрядчиком ЗАО «Инжтрансстрой» (входит в группу «Трансстрой») был разорван из-за того, что проектно-сметная документация не соответствует фактическим работам.
