Новизна лишь в том, кто это сказал. Не Навальный и даже не Кудрин. Мы услышали это от Евгения Примакова.

Оттуда-то и пошёл нынешний внешнеполитический курс РФ, хотя бред про «радиоактивные пеплы» в устах серьёзного человека Примакова, конечно, непредставим.
Августовский дефолт 1998 года обрушил экономическую и парализовал политическую систему России. Опрокинулся кабинет Сергея Кириенко, Госдума дважды забаллотировала кандидатуру Виктора Черномырдина. Коммунисты шли ва-банк, Лужков бросал перчатку, президент Ельцин уже на военных кораблях, зондировался вопрос о формировании чрезвычайных отрядов «федеральной гвардии» из последних боеспособных частей. Но 11 сентября премьер-министром был утверждён Евгений Примаков. И как-то всё успокоилось.
Новый глава правительства назначил своим замом коммуниста Юрия Маслюкова, регулярно совещался с фракцией КПРФ. Примаков публично шутил, что пора амнистировать осуждённых за мелкие проступки – места в следственных изоляторах и исправительных колониях скоро понадобятся для несметных масс экономических преступников. Предлагаемую им экономическую модель сравнивали с системой саддамовского Ирака. Было перекрыто всякое движение капиталов – то самое, чего опасается сегодня Кудрин. Знамя борьбы против примаковского «неокоммунизма» поднял никто иной, как Борис Березовский. А флагманами информационной войны против правительства Примакова стали Максим Соколов, Сергей Доренко и Михаил Леонтьев. И «известинский» борец за духовные скрепы, и мэрский информационный оруженосец, и пресс-секретарь «Роснефти» были тогда убеждёнными либералами и фанатичными ельцинистами.
Примаков довольно уверенно двинулся к президентству. Вот тогда-то Березовский и Ко позаботились о выдвижении контрфигуры для жёсткой контригры. 12 мая 1999 года Ельцин отправил «пожилого политика» в отставку. А через три месяца на премьерском посту появился Владимир Путин. В следующем месяце титанические усиилия Бориса Абрамовича породили «Медведя» – МЕжрегиональное ДВижение ЕДинство – таково было детское имя «ЕдРа». Последовали ошеломительные победы на думских (декабрь 1999-го) и президентских (март 2000-го) выборах. «Всё под контролем, скучно даже», – жаловался Березовский. «Премьер-министр, имени которого никто не знал полгода назад, и партия, созданная в сентябре, стали политическими триумфаторами в России», – поражались западные корреспонденты нашим политическим нравам. Да, можем, когда захотим. А захотеть пришлось, чтобы остановить Примакова. Немалая роль в истории.
Евгений Максимович сильно тогда на всё это оскорбился (да и было за что). Некоторое время он являлся вторым лицом в лужковской партии ОВР, был депутатом Думы. Потом дистанцировался от политики. Стал председателем Торгово-промышленной палаты. Оставался академиком, членом президиума РАН. В общем и целом поддерживал курс Путина с консервативных позиций. Да и почему бы нет? Если говорить вкратце, с конца 2003-го Путин именно что развивал те тенденции, реализация которых не удалась Примакову.
Устами Примакова заговорили те, кто опасается не революции, а катастрофы
Вот такой политик требует сегодня децентрализации власти, примирения с Западом, отказа от военного вмешательства на востоке Украины, диверсификации и динамизации экономики. Да ещё в каких выражениях: «Россия потеряла четверть века». Речь идёт о переходе от сырьедобывающей модели к промышленно-производственной, как бы специальный вопрос, без особой политической заострённости. Но ведь никуда не деться от простой арифметической выкладки: больше половины из этой четверти века страной правит Путин.
Президент положил на выход из кризиса два года. Академик заявляет: исполнительная власть обязана предъявить проекты развития обрабатывающих отраслей и лёгкой промышленности. Особенно показательно второе. В советские годы, на которые пришлось формирование политической личности Примакова, тезис о «развитии «группы Б» – лёгкой и пищевой промышленности – в противовес тяжёлой «Группе А» (машиностроение как основа военно-промышленного комплекса) был фирменным знаком номенклатурного либерализма. Николай Бухарин в 1920-е, Георгий Маленков в 1950-е, Александр Яковлев в 1980-е, все они требовали озаботиться производством для людей, а не для машин. Теперь эту эстафету подхватывает Евгений Примаков. Это теперь то, когда «русский мир в кольце врагов и т.п.» Неожиданно и впечатляюще.

Те, кто уже всерьёз встревожен происходящим. Кто боится тотализации режима и войны по всем азимутам больше, чем призрака революции. В которую они всё равно не верят, а в катастрофические последствия войны и диктатуры верить приходится. Выступить требовалось весомо. 85-летний мэтр – это сильный ход.
