Этот пост гражданин РФ Александр Бородай занимал с 8 августа 2014 года. Назначение он получил после того, как ушел в отставку с поста премьер-министра самопровозглашенной республики, который он занял сразу после ее создания.
Бородай находился в Донецке с середины мая 2014 года. До приезда в Донбасс он вместе со своим близким другом Игорем Гиркиным (Стрелковым), который ранее занимал пост командующего вооруженными формированиями сепаратистов. участвовал в операции по присоединению Крыма к РФ. В России Бородай известен как специалист по политическому пиару.
