Стрельба в Конакри небезразлична российским металлургам

Дворец президента Гвинеи в Конакри подвергся вооружённой атаке. Нападающие не смогли прорвать оборону охраны, и лишь обстреляли здание. Резиденция заметно повреждена ракетным и гранатомётным огнём. Однако президент Альфа Конде всё же избежал участи йеменского коллеги. Это по-своему символично: Али Абдалла Салех диктатор, тогда как 73-летний Альфа Конде – первый по-настоящему свободно избранный глава Гвинейской Республики.

Приход Конде к власти осенью прошлого года рассматривался как историческая веха в судьбе Гвинеи. Впервые после полувека разнохарактерных диктатур главой государства стал представитель демократической оппозиции.

Первым президентом независимой Гвинеи был Ахмед Секу Туре, считавшийся одним из главных африканских союзников хрущёвско-брежневского СССР. При нём Гвинея относилась к категории «государств социалистической ориентации»: однопартийная система (партия называлась демократической – ДПГ), принудительная идеология «африканского социализма», политический террор, огосударствленная экономика, культ вождя. В то же время массированная индустриализация за счёт советской помощи превратила страну скотоводов и мелких торговцев в аграрно-промышленную. Появились новые отрасли, повысился уровень грамотности (хотя и сейчас читать и писать умеют меньше половины гвинейцев), финансировались социальные программы.

Секу Туре жесточайше искоренял буржуазные элементы и племенную традиционность, унифицируя общество по «афромарксистской» модели. «Убивают не задумываясь, — рассказывал советский специалист, ставший впоследствии одним из лидеров Ленинградского народного фронта. – Что ни год, по графику заговор раскрывается». Одно время Секу Туре ориентировался даже не столько на Советский Союз, сколько на маоцзэдуновский Китай как более последовательный образец «казарменного социализма». Но интересно, что с флагманом африканского  антикоммунизма начала 1960-х – конголезским аббатом Юлу – Секу Туре поддерживал вполне дружественные отношения. Идеологически враждебных президентов Конго и Гвинеи примирял экономический интерес. Конголезская экономика нуждалась в поставках гвинейского сырья для металлургии и энергетики.

Режим пережил диктатора ровно на неделю. Как только весной 1984 года умер Секу Туре, рухнула и партократия ДПГ. К власти пришла группа военных, немедленно распустившая партию. Вторым президентом Гвинеи стал полковник Лансана Конте. Хотя в своё время он учился в СССР, входил в ЦК ДПГ, а в 1970 году даже защищал Секу Туре от попытки вооружённого свержения, с его именем, связан демонтаж «соцориентации», преобразование тоталитарного режима в более-менее обычную диктатуру .

Свой режим полковник Конте объявил Второй Гвинейской республикой. От партийных идеологов власть перешла к военным администраторам. Репрессии не прекратились, но резко сократились и направлялись против реальных противников, а не против «буржуазно-патриархальных элементов». Была восстановлена свобода торговли и мелкого производства, началось акционирование промышленности. Во внешней политике Гвинея вышла из сферы советского влияния, переориентировавшись на Францию и США. Политика Конте опиралась на массовую поддержку – попытка переворота, предпринятая в его отсутствие, была сорвана населением столицы. Лидера Второй республики встречали как триумфатора.

На рубеже 1980-1990-х Африку накрыла мировая волна демократизации, шедшая из Латинской Америки, Восточной Европы и СССР. По всему Чёрному континенту массы требовали политических свобод и конституционного правления (подобно нынешним арабским революциям). Конте едва не стал жертвой покушения, организованного радикальными студентами. Он ввёл многопартийность, основал свою партию («Единство и прогресс») и несколько раз выиграл выборы. Демократом он при этом, конечно, не стал, авторитарное правление осуществлялось за парламентским фасадом прежними военно-административными рычагами. Конте пережил ещё несколько покушений. Уличные протесты оппозиции жёстко подавлялись. «Босс здесь я», — откровенно говорил Конте в интервью иностранной печати.

Лансаны Конте не стало в декабре 2008 года. Как и четверть века назад, кончина главы государства немедленно привела к военному перевороту. Год Гвинеей правила военная хунта (опять-таки называвшаяся «Совет за демократию») во главе с капитаном Дадисом Камарой. Тот много говорил о борьбе с коррупцией, обещая продолжать курс Лансаны Конте на демократию и рыночную экономику. Но сильной фигурой капитан Камара стать не смог – его выдвижение произошло от случайного расклада на момент кончины Конте. Христианское вероисповедание в преимущественно мусульманской Гвинее также не способствовало популярности. Кончилось тем, что в конце 2009 года Камаре прострелили голову, и он уехал на лечение в Марокко. Откуда сделал специальное заявление, пообещав не возвращаться.

Капитана сменил генерал Секуба Конате, пообещавший наконец-то провести реальные выборы. В ноябре 2010 года выборы состоялись. Правящая хунта выдвинула в президенты Селлу Диалло, крупного чиновника времён Конте. Он уверенно выиграл в первом туре и проиграл во втором. Президентом стал Альфа Конде, давний деятель гвинейской демократической оппозиции.

В эмиграции Конде боролся ещё против тоталитарной диктатуры Секу Туре. При Лансане Конте обвинялся в подготовке покушения на авторитарного президента, сидел в тюрьме, выдворялся из страны. Режим Дадиса Камары называл уголовным. Его партия Объединение гвинейского народа входит в Социалистический интернационал и реально близка к позициям международной социал-демократии.

Как видим, общаться с главой государства из гранатомёта для Гвинеи не из ряда вон. Политические субъекты страны – клановые группировки, возглавляемые харизматичными лидерами. Между ними идёт борьба за власть. Ситуация осложняется также племенными противоречиями между народностями малинке (из них происходил Секу Туре и происходит Конде), фульбе (из них происходит Диалло), сусу (из них происходил Конте), герзе (из них происходит Камара). Играют роль и конфессиональные противоречия, хотя 85 процентов гвинейцев исповедуют суннитский толк ислама.

Проходя через диктатуры, демократизации, потрясения, Гвинея пока остаётся бедной страной. Среднедушевой ВВП здесь не превышает тысячи долларов. Три четверти десятимиллионного населения заняты в сельском хозяйстве. Экспортируются типичные африканские товары – бананы, ананасы, орехи. Однако Гвинея – второй в мире производитель бокситов, по запасам которых занимает первое место. Крупное месторождение Диан-Диан разрабатывает «Русал».

Гвинейские связи российских компаний стали своеобразным продолжением советского проникновения 1960-1980-х. Развиваются эти отношения отнюдь не безоблачно: в 2009 году хунта Камары требовала либо вернуть в гвинейскую госсобственность крупный боксито-глинозёмный комплекс, приобретённый «Русалом» при Лансане Конте, либо выплатить более 800 миллионов долларов различных неустоек. Ситуацию с трудом удалось урегулировать уже при генерале Конате, после ранения и отъезда Камары. Так что события в западноафриканской стране не так уж нам безразличны.
