Полицейские и ультраправые Бразилии верны памяти «Delegado» Сержио Флеури

Ветераны бразильской полиции и ультраправые активисты собрались сегодня в Сан-Паулу. Такие мероприятия регулярно проводятся в Первомай – но по иным причинам, нежели у других демонстрантов. Правоохранители и праворадикалы ежегодно вспоминают комиссара полиции Сержио Флеури, погибшего 1 мая 1979 года. Но в нынешнем выборном году традиционное собрание памяти Флеури превратилось в акцию политической поддержки кандидата в президенты Жаира Болсонару.

Сержио Фернандо Параньос Флеури – знаковая фигура бразильской истории XX века. Одни называют его «демоном террора», сравнивают с Гитлером и Сталиным. Другие благодарят «славного доктора Флеури» за то, что он «не позволил сделать Бразилию коммунистической». Офицер полиции и бригадир «эскадронов смерти», он был воплощённым проклятием бандитов и коммунистов.

Отец Сержио, судебно-медицинский эксперт Жуан Алфреду Кураду Флеури, погиб на посту – заразился во время обследования трупа. Сержио Флеури было тогда всего одиннадцать. Шесть лет спустя, в 1950 году, он поступил на службу в полицию. Показал себя профессионалом высокого класса. Поднялся от рядового патрульного до комиссара в мегаполисе Сан-Паулу. Работал Флеури по старинке, без новомодных чудес техники. Как говорят в российской полиции, «на земле и в поле». Однако очень эффективно. Хотя нельзя сказать, чтобы он сильно оглядывался на правовые нормы или гуманистическую мораль. Бандитских авторитетов и криминальных боевиков Флеури и его подчинённые просто убивали на месте. Полиция буквально вышибала клин клином, превратившись в «антикриминальную банду».

Правые генералы-антикоммунисты, правившие Бразилией с 1964-го по 1985-й, оценили эти успехи. Сержио Флеури был переведён из уголовной полиции в политическую. С конца 1960-х он возглавлял в Сан-Паулу грозно-зловещий DOPS – Департамент политического и социального порядка. Бразильская тайная полиция была организована необычно для спецслужбы – без всевластия федерального главка, как сеть автономных управлений по штатам. Поэтому начальник DOPS беспокойного Сан-Паулу мог считаться – и в 1970-е годы являлся – начальником федеральной службы политического сыска и репрессий. По факту Флеури принадлежал к ведущим государственным деятелям тогдашней Бразилии. К нему сходились нити разветвлённой агентуры, он контролировал огромную информационную базу, в его руках был всегда наготове мощный карательный аппарат. Должность называлась Delegado, что означало «начальник».

С коммунистами Флеури расправлялся теми же методами, что применял к бандитам: слежка, захват, «прессование», убийство. Так погибли видные деятели БКП и коммунистической герильи Карлос Маригелла, Карлос Ламарка, Жоаким Феррейра, ряд других активистов. Чтобы правовые рамки не стесняли оперативную работу, Флеури организовал неформальный «эскадрон смерти» – мстить бандитам за убийства полицейских («десять за одного» – задал Delegado арифметическую разнарядку) и искоренять компартию, невзирая вообще ни на какой закон. Алгоритм, впрочем, оставался тот же, что в полиции – ликвидация на месте.

С 1978 года в Бразилии полным ходом шла перестройка и либерализация. Флеури даже арестовали, но осудить не смогли. Зато он пошёл в политику, стал крупным деятелем правой партии АРЕНА, выступал за жёсткий антикоммунистический курс. «Истинная демократия это железная рука. Массы это дети, они всегда зависимы, если любишь людей – делай им добро силой», – так формулировал Флеури свои общественно-политические принципы. Возможно, он сделался бы лидером бразильских ультра, но вмешалась судьба.

Флеури не забывал и об экономике – отчисления благодарных защитнику предпринимателей сделали его богатым человеком. Сержио Фернанду с женой Марией Исабель купили прогулочный катер. 1 мая 1979 года с размахом отпраздновали покупку, выпив со всеми знакомыми. После чего полезли на борт. Результат был предсказуем: Сержио Флеури поскользнулся и упал за борт. Когда его вытащили, он был ещё жив, но агония продлилась недолго. Когда весть о гибели «Delegado» была впервые озвучена, на стадионе в Сан-Паулу прервался футбольный матч. Стотысячная толпа аплодировала стоя.

 «Delegado» – одна из бразильских легенд. Скоро сорок лет, как его не стало, но спорят о нём с неутихающей яростью. «Он спас Бразилию от СССР и Фиделя Кастро», – говорят одни. «Он не лучше Сталина и Кастро, мука одного мешка», – отвечают другие. «Как можно расхваливать палача?!» – возмущены противники. «Флеури остановил ещё худших палачей», – убеждены сторонники.

Самые радикальные приверженцы «Delegado» группируются вокруг капитана-десантника Жаира Болсонару – лидера ультраправых сил Бразилии.  Образ Сержио Флеури поднят на щит в прямом и переносном смысле – активисты несут его портрет даже на карнавалах. «Он виноват в одном – был слишком добр, убил не всех, кого надо», – возглашает Эдуардо Болсонару, сын капитана Жаира. Быть может, в октябре Болсонару-старший станет президентом Бразилии.
