Информация о введении такого издания появилась сегодня в ряде СМИ. Фурсенко заявил, что никаких официальных документов по этому поводу нет, но отметил, что объективная внешняя оценка качества образования в высших учебных заведениях была бы «интересной и полезной». «Квалификационная оценка, которая давалась бы внешним заказчиком – работодателем» была бы более эффективной, чем традиционные экзамены, проводимые сейчас в вузах, отметил Фурсенко. Он признал, что разработку подобной системы оценки сейчас ведет ассоциация юристов России.
