Мощь и бессилие слова

Невероятно, но факт ― 30 лет назад эту дату предлагали объявить государственным праздником: Днём парламентаризма. 25 мая 1989 года открылся Первый Съезд народных депутатов СССР. Горбачёвская перестройка взошла на вершину вершин. «Расцвет парламентской демократии в Советском Союзе!» ― восхищались западные СМИ. Существовать Советскому Союзу оставалось два с половиной года. Это время страна прожила бурно, оптимистично, где-то даже весело. И столь же драматично, тревожно, а временами кроваво. Была показана фантастическая мощь слова. И его же ужасающая беспомощность.

Нежданная халява

Советская жизнь необратимо изменилась ещё два месяца назад. Выборы депутатов 26 марта обернулись электоральным разгромом партаппарата КПСС в ключевых индустриальных центрах. В ряде округов назначались вторые туры. Деморализованная номенклатура (кроме среднеазиатской, сельской и местечковой) просто боялась в них вмешиваться. О выборах одного депутата из одного кандидата уже не могло быть и речи. Что до фальсификаций, «каруселей», админресурсов, то подобные выкрутасы в те времена пребывали за гранью мыслимого. Даже для аппаратчиков. Они, конечно, предпочли бы не устраивать альтернативных выборов. Но если уж случилась такая катастрофа, приказал товарищ Горбачёв ― значит, всё должно быть по правилам. Иначе какой вообще смысл?

В результате выборы были нормальными. В целом честными и почти свободными. Но напомним: во втором туре. Чтобы этого добиться, потребовалось протестное голосование первого, повышибавшее четыре десятка обкомовских секретарей.

Улицы и площади крупных городов, прежде всего столиц, запрудились толпами пробуждённых граждан. Митинги и шествия весной 1989-го сделались бытовым явлением. В Москве центрами гражданских сходов стали Лужники и Пушкинская площадь, в Ленинграде ― Казанский собор. Старые запреты формально не отменялись, они просто перестали существовать. Явочным порядком формировались новые партии. Основой для них служили группы поддержки демократических кандидатов. Именно лозунг многопартийности явился маркером демократии и прогресса. Достаточно было члену КПСС сказать, что он против 6-й статьи Конституции СССР о руководящей роли партии ― партбилет немедленно прощался, коммунист торжественно посвящался в демократы. Впрочем, оппозиция была весьма умеренной. Её идеология, как правило, не заходила дальше демократического социализма, поддержки Перестройки и защиты Горбачёва от Лигачёва. Образ врага составляла не столько конкретная КПСС, сколько абстрактный сталинизм. От которого пытался отрекаться даже партийный агитпроп. Но ему не верили.

С агитпропом вообще творились странности. Листовки и ротапринтные газеты демократов расходились десятками тысяч. Но и официальная печать сдвинулась на сходные позиции. Если не «Правда», то «Известия», в которых появилась правда. Уже не говоря о толстых литературных журналах, превратившихся в интеллектуальные центры оппозиции. Треснул даже монолит государственного телевидения, дух перемен заработал и там. Флагманом, кстати, оказалось, телевидение ленинградское. «Огонёк», «Новый мир», «Знамя», «Московские новости», «Пятое колесо»… Виталий Коротич, Сергей Залыгин, Григорий Бакланов, Егор Яковлев, Бэлла Куркова… Эти названия и имена произносились тогда с придыханием. «Взгляд» Политковского работал на демократию так, что куда соловьёвским истерикам за диктатуру.

Нельзя сказать, чтобы коммунистический режим вообще никак не сопротивлялся. Весну надежд трагически омрачило побоище  9 апреля в Тбилиси. Митинг не в поддержку перестройки, а за независимость республики ― это показалось слишком. На зачистку власти бросили дивизию ВДВ. В те же дни административный отдел ЦК проштамповал через президиум уходящего Верховного Совета «Указ о госпреступлениях». Этот акт ― тоже знамение времени ― запрещал призывы к свержению и изменению существующего строя. Любопытно, что рупором антиперестроечных сил КПСС выступил Ленинградский обком (мало ему было позора с письмом Нины Андреевой ровно год назад). Речи на «балдёжном пленуме» ЛОК звучали такие, что горбачёвцы заговорили о «ленинградской оппозиции», вспоминая то Зиновьева, то Кирова. Но никаких последствий это не имело.

Политически инертный первый секретарь ЛОК Юрий Соловьёв хотя и требовал единства партийных рядов, урезонивания «новых формаций», прекращения «очернительства партии» и «развития кооперации в нужном направлении» ― но в лидеры всесоюзной бюрократической реакции не годился по темпераменту. Да и не хотел им становиться. Более активный и жёсткий секретарь Кемеровского обкома Александр Мельников, подобно Соловьёву, был повержен на выборах. Это не позволяло выдвигаться в первый политический эшелон. Партийные консерваторы возлагали надежды на секретаря Астраханского обкома: энергичный Иван Дьяков получил на выборах поразительные 98,5% . Но Астраханская область как регион не обладала должным политическим весом. Самая агрессивная часть партаппарата ― уровень обкомов – горкомов – райкомов ― не смогла выдвинуть ни лидера, ни программы. Первичные организации зачастую охватывались перестроечной эйфорией. Верхушечных консерваторов ЦК ― типа Егора Лигачёва, Владимира Воротникова, Георгия Разумовского ― сковывала близость генсека-реформатора.

Крайне опасные для партаппарата тенденции развивались в хозяйственном аппарате. Директора входили во вкус бесконтрольных возможностей хозрасчёта и финансовых игр с кооперативами. Погонялы-надсмотрщики из КПСС представлялись им совершенно лишним звеном. «Раздутый аппарат управления производством, ― возмущался Мельников, ― устроивший безудержный рост зарплаты, превратился в самого беспощадного и несправедливого критика аппарата партийного». Немудрено, что на предприятиях и в учреждениях инициативные группы демократов захватывали прочные площадки. В Ленинграде по этому пути дальше всех зашёл завод «Вибратор». Его администрация ругалась с обкомом прямо на страницах «Ленправды». Мол, не мешайте работать. И вообще, всё зло от КПСС.

На этом фоне народными депутатами СССР были избраны сотни демократических популистов. Ориентировались они по большей части на «ельцинское» или «гдляновское» движения. Борис Ельцин звал к раскулачиванию партноменклатуры в пользу трудящегося человека, требовал многопартийности и политических свобод. Следователь прокуратуры Тельман Гдлян строил кампанию на проклятьях в адрес партийной коррупции. При Андропове он участвовал в расследовании «хлопкового дела» в Узбекистане, и теперь заявлял, будто расследование остановили кремлёвские патроны узбекских коррупционеров. Характерно, что ближайший помощник Гдляна москвич Николай Иванов получил в Ленинграде 60% голосов, легко победив три десятка конкурентов. Ещё характернее, что на предвыборных теледебатах Иванов ― бездоказательно и явно напрасно ― причислил к «кремлёвским взяточникам» аж самого Лигачёва. Недостатков у Егора Кузьмича было много. Но не этот.

Страну захлёстывала волна социального оптимизма, наивно-радостных ожиданий. К свободе не приходилось пробиваться, она вдруг приходила сама. «Халявным» подарком истории. Это очень сильно нравилось.

Мало кто слушал радикальных антикоммунистов и антисоветчиков, активистов Демократического Союза. Но Валерия Новодворская, Александр Элиович, Сергей Скрипников, Екатерина Подольцева, Валерий Терехов, Фред Анаденко не уставали повторять по всей стране: не верьте. не верьте Горбачёву, Ельцину, Гдляну, директорам, выборам. Верьте только в неповиновение, в усилие антивластной борьбы. Ибо от халявы добра не бывает.

Но прислушиваться к такому ― всё равно, что весной об осени думать.

Почему не на коленях, пацаки?

Что на Первом Съезде предстоит небывалое, стало ясно с первых секунд. Заседание 25 мая ещё не открылось, а депутат из Риги, врач Вилен Толпежников уже вносил запрос о событиях в Тбилиси. Первое слово с трибуны председательствующий Михаил Горбачёв предоставил Андрею Дмитриевичу Сахарову. Единение генсека с диссидентом, сахаровское слово на всю страну ― это уже имело большое политическое значение. Советские стереотипы рушились на глазах. В прямом смысле: миллионы не отрывались от экранов.

Однако Съезд, хотя и именовался «высшим органом власти», в реальных полномочиях был весьма ограничен. Главная его функция заключалась в избрании Верховного Совета и главы государства ― председателя ВС. Дабы гарантироваться от любых случайностей, был произведён гениально простой фокус. Выборы проводились раньше отчётов о прежней деятельности. Этот очевидный абсурд был депутатами, конечно, замечен. Но дисциплинированно вотирован.

И всё же дух времени брал своё. Свою кандидатуру в председатели ВС выдвинул инженер из города Апатиты Александр Оболенский. У себя в Апатитах он был известен как энтузиаст Перестройки, активист одноимённого клуба. На выборах 26 марта рядовой работник кульмана победил командующего Ленинградским военным округом генерал-полковника Ермакова. И пообещал своим избирателям, что постарается сделать альтернативными выборы на главный государственный пост.

Михаил Сергеевич был явно недоволен поведением Александра Митрофановича. Но ― опять-таки знак времени ― пустил его на трибуну. Оболенский изложил свою программу. Вполне умеренную, сосредоточенную на правовой тематике. КПСС Оболенский впрямую не критиковал. Вопроса о многопартийности не ставил, хотя социал-демократ Оболенский, разумеется был её сторонником. Но суть заключалась не в программе, а в том, что беспартийный депутат оспаривал председательство у генерального секретаря ЦК КПСС.

Процедура предполагала отдельное голосование о внесении кандидатов в бюллетени. Зал видел: Горбачёв желает остаться в бюллетене один. Однако 689 депутатов из 2250 проголосовали за внесение кандидатуры Оболенского. Так и определилась доля на Съезде «демократического меньшинства» ― около 30%.

После этого было не слишком существенно, с какой арифметикой изберут Горбачёва. Понятно, что большинство депутатов ― при всей новизне весны 1989-го ― контролировалось аппаратным руководством. Да и многие демократы тогда в Горбачёве ещё не разочаровались. В итоге 2123 депутата (против 87) утвердили генсека ЦК  председателем ВС. Сам Горбачёв подчеркнул, что об уходе с партийного поста не намерен даже разговаривать. И действительно, власть генсека была тогда гораздо сильнее председательской.

Зачем это вообще понадобилось Горбачёву? Да ещё ценой пробуждения общества. Которое известно чем обернулось и для КПСС, и для ЦК, и для генерального секретаря, и для СССР, и для ВС, и для председателя. Ну, во-первых, последствий Горбачёв не предвидел. Предвидели совсем другие люди ― например, Владимир Буковский и Нина Андреева. Но таких было очень мало. Это задним числом всё кажется очевидным.

Горбачёв всячески укреплял свою личную власть. Памятуя о судьбе Хрущёва и страхуясь от партийного заговора, генсек создал запасную площадку власти ― выборную публичную должность. По-тихому, как в ЦК, с Верховного Совета не сбросишь, пришлось бы собирать Съезд перед телекамерами всего мира. А громких способов ― военного путча, народного бунта ― Михаил Сергеевич не ждал. Но именно это ― причём то и другое ― случилось в 1991 году.

Социально-экономический кризис и общественное брожение вынуждали правящий класс к зигзагам и манёврам. Ресурсы для подкупа иссякли. Масштабного насилия власти опасались (хотя временами, как в том же Тбилиси, пускали в ход «последний довод королей»). В этом, кстати, отличие позднего СССР от нынешней РФ. Не будь в распоряжении Путина кудринско-силуановских кошельков, комплексуй Путин от примитива золотовской дубинки ― тоже приглашал бы на трибуну Навального с программой.

Выход искали в том, чтобы повязать общество, переплести его с номенклатурой, наделить видимостью прав и перевалить ответственность с верхов на низы. 1989-й был отмечен нарастанием дефицитов. Чая нет, сахара нет? В квартире потолок валится? Автобуса по часу ждёте? А теперь и вовсе безумие ― мыла не стало? К депутатам, пожалуйста, А райком, обком оставьте в покое, ибо преодолеваем наследие сталинизма и восстанавливаем полновластие Советов. Депутатам же путь останется один, на поклон в тот же обком.

Отстраивая новую систему, следовало торопиться. Время и так потеряли. Страна приближалась к состоянию, которое в конце 2007-го описал Владимир Путин: «Они правили Россией десятки лет и в итоге оставили без мыла, соли и спичек». Вот, кстати, подлинное его отношение к советской державе.

Такова была задумка. Не столь уж хитрая и совсем не новая. Примерно так же рассуждал двор Людовика XVI двумя сотнями лет раньше. В 1789 году король созвал Генеральные штаты, чтобы депутаты сами утвердили новые налоги в его казну. И был сильно удивлён на первом же заседании: отчего бы это депутаты шляп не снимают и на колени не падают?..

Кстати, хронология Великой Французской революции 1789―1799 годов даже в цифрах дат почти совпадает с СССР-Россией 1989―1999.

Экой ты смешной какой!

Важнее съездовских решений была прямая трансляция заседаний. Страна перевернулась, услышав десятки ярких крамольных выступлений. Историк Юрий Афанасьев, экономисты Гавриил Попов, Николай Шмелёв и Алексей Емельянов, публицист Юрий Черниченко, литератор Юрий Карякин, этнограф Галина Старовойтова, писатели Юрий Власов и Ион Друцэ, юрист Анатолий Собчак, строитель Николай Травкин, следователь Николай Струков сказали обо всём. Многопартийность, частная собственность, гражданские свободы, гуманистическая мораль, аграрная реформа, национальные отношения, партийные привилегии, карательные органы ― ничто не осталось обойдённым. Даже захоронение Ленина.

Лидерские бразды начинал натягивать Ельцин. Его речь звучала не по-писательски и не по-профессорски. Говорил он примерно то же, что демократы-интеллектуалы. Но иным языком: жёсткой приказной смесью начальственного с простонародным. «И чтоб само это слово: «но-мен-кла-тура» ― навсегда исчезло у нас!» Да, предстояло нечто.

Впрочем, Борис Николаевич, уже несомненный кумир масс, скромно отшагивал в сторону, когда с места поднимался Андрей Дмитриевич. Первый Съезд и поныне порой называют Сахаровским. Он действительно во многом определил атмосферу форума, хотя выступал сбивчиво, ронял листы своего «Декрета о власти» («Пункт первый: статья 6-я Конституции СССР отменяется»). Последнее, что он выкрикнул с трибуны в день закрытия: «Я требую отзыва посла СССР из Китая!» ― в ответ на тяньаньмэньскую расправу.

Противоположная сторона доминировала численно, но явно была растеряна. Выступления консерваторов массы встречали с раздражённым пренебрежением. Очень недобрый смех вызывал, к примеру, «спецрабочий» Виталий Калиш, призывавший пожалеть партаппаратчиков ― им ведь в наше время так трудно стало жить. Яростным негодованием встретила улица выступление генерала Игоря Родионова, командовавшего расправой в Тбилиси (при том, что консервативное большинство Съезда устроило ему овацию). С грустным недоумением слушали читатели «деревенщика» Валентина Распутина, взявшегося защищать лично Лигачёва. Вообще незамеченной осталась речь бывшего члена Политбюро брежневского ветерана Кирилла Мазурова. Хотя тут было, на что обратить внимание. В перечне угроз советскому строю Мазуров поставил многопартийную систему выше частной собственности. Это действительно мудро.

Разочаровал своих коллег и студентов хирург Николай Касьян. Он много и некстати сказал о славной партии, о великом Ленине, а потом впрягся защищать КГБ от писателя-штангиста Юрия Власова. Посмеялась публика над директором часового завода Юрием Самсоновым ― этот оратор пафосно обличал «фракционизм» и требовал, чтобы каждый депутат встречался с избирателями только в своём районе. Но всякий смех пропал при выступлении офицера-«афганца» Сергея Червонопиского. Тут повеяло если не 1937-м, то уж точно 1979-м. «Воины-десантники остановят Сахарова и ему подобных! Держава, Родина, коммунизм!» Горбачёв сначала сидел, обхватив лицо, но быстро взял себя в руки и торжественно поднялся. Разумеется, вскочил почти весь зал. Ещё немного, и раздалось бы «Смерть врагам народа!» Но наступил перерыв.

В независимой Украине Червонопиский стал советником первого президента Кравчука по делам ветеранов. То есть советскую державу и коммунистическую идеологию отринул. А вот украинской родине верность сохранил.

Как видим, советско-консервативные силы тоже вполне проявили себя. Но слишком высока была разность потенциалов. «Я обращаюсь к агрессивно-послушному большинству, которое завалило решения, ожидаемые от нас народом» (Юрий Афанасьев). «Вы не имеете права затыкать мне рот!» (Сергей Станкевич). «Преступно убивать за убеждения. Это различие в понимании самых основ жизни» (Юрий Власов). С другой же стороны: «Выбирая двух армянов…», «Политбюро стоит во главе нашей партии и государства», «Вам, товарищ академик, стыдно должно быть», «Заседание состоится в Грановитой палате или где?», «Минуточку, товарищи, всё идёт нормально»…

Члены Политбюро на Первом Съезде молчали. Таково было заранее принятое решение. Не надо, мол, смущать обыкновенных людей нашим величием. Но их присутствие и давление ощущалось на каждом шагу.

Ленинградский депутат Юрий Болдырев, в то время радикальный демократ (фразы «Это как раз то, чего нам не нужно» он удостоился от самого Горбачёва) рассказывал, как кремлёвская охрана попросила его удалиться от входа в один из дворов: «Там гуляют члены Политбюро». Некоторые заседания объявлялись закрытыми. Например, когда депутат Гдлян устраивал форменные допросы генпрокурору СССР Сухареву. Гости, пресса, все, кроме депутатов, покинули зал. Но вопреки регламенту в зале остался Юрий Филиппович Соловьёв.

Как и положено хозяевам страны, Политбюро ЦК КПСС находилось в президиуме Первого Съезда народных депутатов. Но уже на Втором Съезде в декабре 1989-го партийные вожди переместились в специальную ложу. К концу же Второго Съезда членам Политбюро пришлось сидеть в партере с депутатами. История набирала ход.

Два в одном

Первый Съезд продолжался две недели. На фоне пламенных речей и яростных словесных баталий депутаты утвердили председателя Горбачёва и сформировали постоянно функционирующий Верховный Совет. Юрий Афанасьев тут же примочил ВС определением «сталинско-брежневский». Миловидная женщина-депутат из провинции сильно обиделась: «Товарищ Афанасьев, я похожа на сталинско-брежневского аппаратчика? Может быть, сначала поработаем вместе, а уж потом обзываться?»

На последних заседаниях Горбачёв уже еле терпел неконтролируемого и непредсказуемого Сахарова. Передаваемые академиком телеграммы в поддержку «Декрета о власти» генеральный председатель отбрасывал со словами «Заберите свои бумаги!» Таким поведением инициатор Перестройки сильно подрывал свой имидж в глазах перестроечной общественности. Чего другого, но этого Горбачёву не забыли. Забывали скорей, что именно он дал диссиденту трибуну.

С Ельциным такие номера уже не проходили. Под занавес съезда Борис Николаевич заявил о создании Межрегиональной депутатской группы. Позицию МДГ он назвал «леворадикальной». Учтём, что термин «левые» означал тогда в СССР демократов, либералов, прогрессистов и даже антикоммунистов. Ну и демосоциалистов-перестройщиков, конечно. С другой стороны, номенклатурных консерваторов и сталинистов называли «правыми».

Итак, свершилось. В Советском Союзе появилась парламентская оппозиция. К ней примкнули более двух сотен депутатов. Каждый десятый, немало по тем временам. Сопредседателями МДГ стали Борис Ельцин, Андрей Сахаров, Юрий Афанасьев, Гавриил Попов и эстонский учёный Виктор Пальм. Был избран также Координационный совет из 30 человек. В КС МДГ вошли, в частности, Тельман Гдлян, Александр Оболенский, Анатолий Собчак.

Ельцин с его навыками и харизмой был политическим лидером. Сахаров ― символом и моральным авторитетом. Попов ― главным идеологом и организатором. Афанасьев ― первым оратором и публицистом. Пальм олицетворял общесоюзный характер движения (вызывая этим недовольство эстонских националистов, не признававших ничего, связанного с советской оккупацией). Ему принадлежала толковая политическая формулировка: «Нам говорят, партия начала Перестройку. Но это не совсем верно. Своей провальной политикой партия сделала Перестройку необходимой. Вот так точнее».

Депутаты-«леворадикалы» успели доказать, что способны не только к речам. Они преподнесли консерваторам серию неприятных сюрпризов. Настолько, что одна из депутатов простодушно поделилась с аудиторией: «Я, как женщина, боюсь садиться к московской делегации». Остроумный Юрий Черниченко даже посетовал на отказ в женском расположении.

Два показательных эпизода. Ельцин, получивший более 90% голосов от миллионов москвичей, поначалу не был избран в ВС. Молчаливое присутствие Политбюро делало своё дело. Но сибирский депутат Алексей Казанник отказался от своего мандата для Бориса Николаевича. Возникла юридическая коллизия: вроде так не положено. Но к микрофону бросился Анатолий Собчак и доказал: не положено, однако, можно. Не будем углубляться в крючкотворство, но признаем, всё у Собчака сошлось. Ельцин стал депутатом ВС при всём неудовольствии президиума и председателя. Заодно и Собчак начал крутое восхождение.

Другой пример, пожалуй, ещё важнее. Съезд фактически отменил зловещий «Указ о госпреступлениях». Пункт, карающий за «дискредитацию» властей, был убран вообще (зато введён нынешними Госдумой и Совфедом в виде акта об уважении к власти ― эти позора не боятся, чай, не при Горбачёве живут). Пункт о призывах был принципиально изменён: теперь запрещалось лишь насильственное свержение. Мирная агитация за радикальные преобразования сделалась законной. «Ради одного этого стоило собирать Съезд», ― резюмировали комментаторы. Партийная власть впервые узнала предел.

Съезд сформировал четыре депутатские комиссии: по событиям в Тбилиси (председатель Собчак), по пакту Молотова-Риббентропа (председатель член Политбюро Яковлев), по делу Гдляна (председатель «спецрабочий» Вениамин Ярин), по начальственным привилегиям (председатель «академик разведки» Примаков). Две последние проработали вхолостую, но две первые ― не без эффекта. В любом случае, сам факт их учреждения сбивал руководящий сценарий.

Создание МДГ приветствовали десятки тысяч избирателей на митинге в Лужниках и миллионы по всей стране. Демократическое движение получило парламентское представительство и признанных лидеров. Даже не только публичных. Со съездовских дней при Ельцине незаметно, но неотступно находился земляк из Свердловска, депутат Геннадий Бурбулис. Преподаватель научного коммунизма, в скором будущем вице-премьер и старший госсоветник первого президента России. Именно Бурбулис привёл к Ельцину команду Егора Гайдара, организовал Беловежские соглашения, расформирование СССР, экономическую «шокотерапию». Хотя на бурных заседаниях мая-июня 1989-го не светился.

Что интересно, попытки сформировать новую дееспособную команду наблюдались и в противоположном лагере. Вышел на большую дорогу секретарь ЦК Анатолий Лукьянов. Однокашник и приятель Горбачёва был избран зампредом ВС. Закулисно активизировался Виктор Чебриков, курировавший в Политбюро карательные органы. Обрёл публичность председатель КГБ Владимир Крючков. Поднялся из Алма-Аты в Москву не принятый казахами Геннадий Колбин ― первый секретарь республиканского ЦК стал председателем союзного Комитета народного контроля. Вскоре замелькали перед телезрителями новый министр финансов Валентин Павлов, новый первый секретарь Ленинградского обкома Борис Гидаспов. В московском горкоме первый секретарь Юрий Прокофьев сначала ориентировал аппарат на сотрудничество с социал-демократами, но быстро разочаровался и приблизил державно-евразийского конспиролога Кургиняна.

Кстати, Сергей Кургинян с его идеями то «белого коммунизма», то «государственного демократизма», то «прорывной диктатуры» быстро входил в авторитет у номенклатурной верхушки. Брошюру этого руководителя драмкружка со временем нашли на столе Крючкова. Павлов на вопрос, каких политиков он более всего уважает, отвечал: «Сахаров, Кургинян». «Здоров ли составитель списка?» ― интересовался автор «Огонька».

Правящий класс элементарно заметался. Эти метания создавали почву для других политологов-конспирологов уже из демократической среды. «Чебриков лязгает зубами! Это очень опасный сигнал!» ― тревожился один. «Что Лигачёв! Пришли новые, сильные и жестокие ― Ельцин и Колбин», ― углублялся другой. А поутру они проснулись…

Советское общество было воспитано на вере в могущество слова. И вот правильные и красивые слова сказали с высокой трибуны. Но жизнь не улучшилась! Наоборот, ускоренно шла вразнос. Результатом стал, по оценке политолога Михаила Малютина, «грандиозный культурологический слом».

Именно после Первого Съезда пошёл на убыль перестроечный энтузиазм. Его вытеснили другие чувства ― разочарование, раздражение, озлобленность. Сгущались экономические неурядицы, наливались кровью межнациональные конфликты, росла и наглела преступность.

Страшная железнодорожная катастрофа под Уфой, с десятками погибших, прервала съезд на однодневный траур. Причины в конечном счёте восходили к кризису производства, транспорта и управления. Распадалась система торговли, тут и там вводились талоны ― аккурат к введению «социалистического рынка». Рушилась финансовая система, недавно завидная трёхсотрублёвая зарплата превратилась в копеечную.

Кровавая резня обрушилась на Фергану. Узбеки изгоняли турок-месхетинцев, которые оказались в Средней Азии не по своей воле, а по сталинской депортации. Грузия, откуда месхов в своё время выселили, назад их не принимала. Власти не решились силой подавлять ферганский погром (это ведь не тбилисская демонстрация). Месхов вывезли и кое-как расселили в Центральной России. По сути, погромщики победили.

Армения и Азербайджан шли к полномасштабной войне из-за Нагорного Карабаха. Даже в зале заседаний Съезда делегации этих республик едва не схватились физически. Республики Прибалтики неуклонно шли к независимости ― под водительством Народных фронтов и национальных компартий. В один из съездовских дней литовская делегация в полном составе покинула зал.

«Пришло наше время, ― писали воры в законе свои малявы на зоны. ― Бродяжня, больше внимания молодёжи общего и усиленного режимов!» Уличные грабежи стали совершаться средь бела дня. Люди постарше вспоминали времена бериевской амнистии 1953-го. В Ленинграде банда «Белый крест» во главе с бывшим милиционером шла на разбои и убийства, собирая деньги на борьбу с советской властью.

Всё это тоже было реалиями светло-оптимистического 1989-го. Но высшие власти словно утратили понимание, где и когда живут. Михаил Сергеевич пребывал в упоении от строительства правового государства и мировой «горбимании». Премьер-министр Николай Рыжков признавал, что «пока не всё удалось», и требовал, чтобы не мешали работать. Председатель одной из палат ВС Рафик Нишанов объяснял ферганский кошмар стычкой за тарелку клубники. Председатель другой палаты Евгений Примаков сонно боролся с собственными привилегиями. Зато Лукьянов становился всё хмурее. Со временем эта эволюция привела Анатолия Ивановича в идеологи ГКЧП.

11 июля 1989-го начались шахтёрские забастовки. Теперь всё шло по-взрослому. Горбачёв, выступая по ТВ, не мог скрыть растерянности. Он даже впервые упомянул ДС: «Как вороньё на падаль». От ДС последовал риторический вопрос: «Если мы вороньё, то кто падаль?»

Несостоявшаяся пятилетка

Депутаты Съезда избирались на пять лет. Но история пятилетки не отпустила. В мае 1994-го мало кто вспоминал несостоявшийся День парламентаризма. Другой парламент, другие проблемы, другая страна, совершенно другая жизнь. Съезд самоупразднился в сентябре 1991-го, после подавления путча ГКЧП. К тому времени это был абсолютно скомпрометированный, реакционный, никем не уважаемый орган, сгруппированный вокруг арестованного по делу ГКЧП Лукьянова. Флагманами демократии были ВС России, Моссовет и Ленсовет. Судьба союзного парламента их постигла через два года. Только жёстче. Депутаты в своём огромном большинстве явно не догоняли событий.

Многие из героев Первого Съезда мощно вложились в борьбу против КПСС и Горбачёва. Но очень немногие участвовали в реформах славных девяностых. Только Ельцин продержался до конца десятилетия. С советниками Бурбулисом и Старовойтовой он расстался в 1992-м. Тогда же ушёл в отставку мэр Москвы Попов. В 1996-м проиграли выборы мэр Санкт-Петербурга Собчак и глава Шаховского района Травкин. Афанасьев и его сподвижники бросили политику как грязное дело, едва взглянув на реформы. Станкевич бежал за границу от коррупционных обвинений и вернулся правоверным путинистом. Таков же стал и Попов, согласившийся быть советником мэра Собянина.

Старовойтова сопротивлялась дольше и энергичнее  ― и трагически погибла в 1998-м. Сахаров умер ещё в декабре 1989-го ― и Съезд перестал быть Сахаровским. Времена быстро менялись. С ними менялись и те, кто времена создавал.

Люди Первого Съезда доказали силу слова. Слово бывает делом. Но не может заменить действия. А действие ― это труд. Часто тяжёлый. Действие ― это риск. Часто смертельный. Через труд, сквозь опасность ― только так побеждает верное слово. На иное рассчитывать нечего. В том и урок 30-летия.
