Смотреть было тяжело, а слушать удивительно. Президент произносил слова с чудовищными усилиями: «Это Владимир Владимирович Путин…» Понимал ли Ельцин 9 августа 1999 года, кого назначает и что из этого назначения выйдет? Нет, конечно. Наверняка не понимал и сам Путин. Но точно Борис Николаевич в тот момент думал сначала о себе, потом о родине. Откинуть наезд охранкой – дальше мысль не шла. Как-нибудь вырулится. Вот до сих пор и выруливается.

Завершалось бурно-лихое десятилетие, стоившее иного века

Как это могло произойти? Почему итогом десятилетия революционных преобразований стала организованная передача власти самому реакционному и агрессивному отряду правящего класса? Откаты (в политическом значении термина) закономерны. Но 20 лет спустя – не слишком ли? «Надо вспомнить тот перекрёсток, где мы сели не в тот трамвай».

Вспомнить не так сложно. Август 1999-го. Завершается бурно-лихое десятилетие, стоившее иного века. Россия стала новой. Буржуазной. Криминальной. Несомненно свободной. Где-то даже демократической. Но не такой, какую моделировали в светлых фантазиях Первого съезда. Миллионы и миллионы не могли простить такой незадачи своей исторической судьбе.

Людей можно было понять. Несколько раз они на кардинальных поворотах поддержали перемены. В июне 1991-го сделали Бориса Ельцина первым за тысячу лет всенародно избранным главой России. А в августе – кто активностью, кто молчанием – помогли ему одолеть ГКЧП. В апреле 1993-го проголосовали на референдуме не только за доверие Ельцину, но и за либерализацию-приватизацию (да, 53% за «социально-экономическую политику, осуществляемую президентом Российской Федерации и правительством Российской Федерации с 1992 года» – это исторический факт). А в октябре – опять же, кто активно, кто молча – отдали ему предпочтение перед «красно-коричневым» путчем. Даже на выборах 1996-го большинство проголосовало за Ельцина, забраковав кандидата КПРФ. Хотя Геннадий Зюганов клятвенно обещал, что не будет строить коммунизм.

Разговоры о фальсификациях – придумки задним числом на уровне Дмитрия Медведева. В то время, по горячим следам, даже коммунисты не говорили таких глупостей. Говорили другое: «Список пpетензий к советскому стpою pежим Гоpбачёва-Ельцина выполнил полностью. И советские люди, уважившие вас, всё это вынесли с огpомным теpпением. Оно пpевзошло все ожидания, и большего от людей вам тpебовать невозможно». Это Сергей Кара-Мурза в 1996-м, и здесь с ним трудно спорить. Он же, в начале 2000-го: «Мы должны сделать тяжелое признание: возвращаться в советское общество значительная часть (а то и большинство) народа не хочет. Лет пять назад ещё можно было утешать себя тем, что нас предали, обманули, соблазнили. Но когда второй раз выбирают Ельцина, уж нельзя лукавить с самим собой».

Демократы-реформаторы растратили поддержку на презентациях

Это правда. Но всему есть предел, однако. Если ответом на массовую поддержку становятся бесконечные олигархические игры, хамское роскошество в трудные времена, «презентации крокодиловой кожи», мутная чеченская война («то бери Аргун, то отдавай Аргун!»), ток-шоу ни о чём, а под конец рукотворный дефолт – поддержка исчезнет. К тому же, кое в чём ельцинский режим был догматично демократичен. Царила политической вседозволенность. Пока враг не брался за оружие, на него не обращали внимания. Наезды просто игнорировались. Это считалось дурным тоном – нельзя же ущемлять свободу слова. Особенно слова лживого, подлого или глупого. Вроде «фашизм», «геноцид», «рыночная мясорубка», «уничтожение России» и т.п. бреда. Право на такие слова власти особенно оберегали и лелеяли. «Ибо кровожадный диктатор уважал свободу печати». Как бы маркер демократизма. А это понятие ещё не стало пустым, как ныне.

Но с другой стороны, особенное уродство пропаганды не было тогда в ходу. Люди девяностых вообще по-другому относились друг к другу. Более человечески. С остатками позднесоветской доброжелательности и перестроечного оптимизма. Понятия добра и зла ещё не перемешались, чувство юмора не отшиблось. Поэтому тогдашние кисели-соловьи однозначно держались за клоунов. Реакция на нынешнего агитпроповца – хоть маститого «политолога», хоть мэтра-ведущего, хоть «НОДака» с плакатом, хоть сетевого «тролля» – была элементарна: дурак. В их руках не было тогда рычагов государственной пропаганды, за ними не маячил ОМОН. Потому нынешний этатистский каннибализм – за диктатуру, мракобесие, войну, террор и любимое начальство – прозябал в комнате смеха. Как в фильме «Герой-одиночка» с Брюсом Уиллисом: «Без оружия он ничто». И без пыточной камеры.

Естественно, не добавляли симпатий к новой системе экономические трудности реформ. Трансформация коммунистической экономики в гражданскую, государственной собственности в человеческую давно сравнивается с переваркой ухи в аквариум. Дело тяжёлое. Особенно если баррель не поднимается выше $20. Завершение трансформационного процесса и подорожание нефти – вот и все слагаемые путинских экономических успехов. Случись оно при Ельцине, вокруг него водились бы хороводы «останься, родимый!» Но ему не повезло.

Что же касается коррупции… Была, куда денешься. Ещё какая. Но требовались два десятилетия политической шизофренизации, чтобы в сегодняшних условиях что-то говорить о «воровстве девяностых». Просто смешно сравнивать. Навальный в те времена просто не нашёл бы работы. Олигарх Березовский с «Аэрофлотом» – это разве масштаб? Когда ныне простой полковник рассовывает по квартире-сейфу бюджет небольшого государства.

И вот ещё, что очень существенно. В самые трудные времена начала 1990-х демократы-реформаторы обладали массовой базой. Которая сходила на нет по мере привыкания и обустройства новой жизни. Коммунистическая и консервативно-бюрократическая игра на понижение обретала успех именно при начале подъёма. Этатистская реакция консолидировалась вокруг нескольких сближавшихся центров.

В критический момент не на кого оказалось опереться

КПРФ с её ресурсом просоветской ностальгии была среди этих центров заметным, но не главным. Гораздо сильнее выглядела группа влиятельных губернаторов во главе с мэром Лужковым. К ним примыкал «красный директорат». Уже слившийся с посткомсомольской олигархией и претендовавший на статус менеджмента госкомпаний. «Для людей конкретного дела мы будем создавать монстров», – обещал дальновидный Жириновский. Так и получилось, только не ему довелось. Владимир Вольфович остался на подтанцовке, но давно с этим смирился.

Конечно, ожесточённее всех были интеллектуалы-державники из всевозможных «фондов», «советов по…» и т.д. Таких контор развелось в те годы столько, что не переставить. Имперские мечтатели. Типаж, о котором Сталин говорил «других у меня нет». Идеологи да публицисты, политологи да аналисты. Смертельно обиженные на судьбу. Доказавшую неизбывную бессмысленность их политического существования.

Кумиром всей этой публики и знаковой фигурой реванша стал тогда человек куда более серьёзный – академик Примаков. Уже пообещавший в начале 1999-го быстро разгрузить тюрьмы для волны новых посадок за «экономические преступления». Напомнил сцены из Юлиана Семёнова: «Мне клали на стол закон, принятый в тридцать девятом году, и спрашивали: «Где, кто и когда его отменил?»

Против захватывающей перспективы объединились разнородные силы. Предприниматели, предупреждённые академиком. Олигархи, с которыми действительно стоило посчитаться – хотя бы за то, что устроенным дефолтом сделали возможным приход Примакова на премьерский пост. Демократическая интеллигенция, устрашённая призраком реванша. И тут обнаружилось фатальное: опереться не на кого. Нет прежнего народного движения за перемены, нет шахтёрской мощи за новую жизнь. Дорассуждались. Допрезентировались. «Всё расхищено, предано, продано» (А. А. Ахматова) – отчего же не стало светло?

С тех-то пор и пошли в либеральной среде разговоры о «безнадёжном народе». Конечно, конечно. Кто-то же должен быть виноват!

Пришлось делать иные ставки. Отбив в Госдуме попытку импичмента, Ельцин решился отстранить Примакова с правительства. Что удалось без проблем, ибо сражаться за реванш народ намеревался не более, чем за правящих олигархов. В потенциальные преемники выдвинулся на несколько недель новый премьер Сергей Степашин. Но показанная им недееспособность на Кавказе – где явно назревала новая война – такой план обрушила.

Следующим вариантом и сделался Владимир Путин. Как видим, сильно пришлось постараться с разных концов. Как у Наговицына: «Дело общее, все помогли». Характерен для нашей темы припев из той же песни: «На свиданку пылим в лагеря».

Путин откликнулся на призыв «кремлёвской Семьи»

Принято считать, что назначение и продвижение Путина инициировала «кремлёвская Семья», водившая рукой Ельцина. Версия, мягко говоря, правдоподобна. Персонажи известны поимённо: Борис Березовский, Роман Абрамович, Татьяна Дьяченко, Валентин Юмашев. Группа, всерьёз и обеспокоенная личной судьбой в случае смены власти. Обеспокоенная с полными на то основаниями. В отличие от самого Ельцина, никто из этой четвёрки не был первым за тысячелетие президентом России. Никаких комплексов при разборе полётов с ними проявиться не могло. И уж конечно, никто бы не стал этих людей защищать. Кроме силового блока.

Сюда же наложилось очередное олигархическое противостояние Березовского с Владимиром Гусинским. «Отец свободы слова» ставил как раз на блок Примакова–Лужкова. При том, что два года назад Владимир Александрович выступал в альянсе с Борисом Абрамовичем. В исторически решающие дни лета-осени 1997-го. Именно два либеральных олигарха сделали за коммунистов работу по сокрушению реформ. Информационная война за «Связьинвест» разрушила до основания «команду младореформаторов», сгруппированную вокруг Бориса Немцова и Анатолия Чубайса. По коммерческому капризу Березовского и Гусинского. Недовольных намерением Чубайса продать «Связьинвест» не им, а Владимиру Потанину.

«Книжное дело», гонорар $90 тысяч – кто теперь помнит всю эту муть? Между тем, именно тогда предопределился приход Путина с духовными скрепами, московскими разгонами, донбасской войной, сирийскими бомбёжками. Вот ведь не дано предугадать, как слово наше отзовётся. Впрочем, если бы и предугадали, вряд ли поступили бы иначе.

После того погрома в верхах практически не существовало сколько-нибудь состоятельной группы, ориентированной на традицию ранних девяностых. Но оставались силовики. И среди них Путин, директор ФСБ и секретарь Совета безопасности. Доказавший преданность «Семье», скажем, спецоперацией против сильно мешавшего генпрокурора Скуратова.

Такая вот длинная была предыстория.

Исход двадцатилетия не приходится долго обозревать

А теперь вспомним историю. Например, каков был тогдашний Путин. Какое вдохновение вселял он в либералов. Включая того же Немцова. Он выступал как долгожданный «мускулистый либерал». Готовый по-настоящему защищать реформы. Убеждённый антикоммунист, противостоящий советскому реваншу (вот подумали же такое о подполковнике КГБ). Показавший силу на подавлении чеченских ваххабитов и лично Шамиля Басаева. (О раболепном культе именно этого террориста, насаждённом в либеральных СМИ после 1995-го, не хотелось бы вспоминать. Но ведь и это сыграло свою роль в последующем откате. Подобные унижения долго не прощаются.)  В качестве вишенки на торте Путин рассуждал о вступлении России в НАТО. Вот ведь были времена, полезно НОДовцам помнить.

В общем, державники и коммунисты уже истериковали в газете «Завтра». Предрекали пиночетовские расстрелы в Москве и взорванный Мавзолей.

Инициатором выдвижения Путина явилась, как видим, одна из олигархических групп. Но энтузиастическим ядром его электората была другая социальная группа. Очень специфическая. Настоящие фанаты этого политика. Адекватно представлявшие его роль по Северной столице 1990-х (комментарии, вероятно, излишни). Феномену этой поддержки посвящалась даже специальная аналитика. «За Путина и «медведей» выступила, среди прочих, особая категория избирателей. Ранее голосовавших за ЛДПР или правых либералов. Это люди с внеправовым сознанием, для которых образ желаемого порядка неотделим от свободы теневой деятельности. Гарантом которой они считают Путина». Что ж, какое-то время так оно и было. Пока не укрепилась новая, «чекистская», олигархическая группа в ближнем кругу нового президента. Сохранившая эту свободу, как и прочие, только для самих себя. Тогда многие многое поняли. Но оказалось поздновато.

Исход двадцатилетия не приходится долго обозревать. Для олигархического правления не придумаешь метода, удобнее откровенной номенклатурной диктатуры. Максимальный примитив приманивает иллюзией максимальной надёжности.

Коррупционное обогащение элиты, о котором никакой Березовский близко не мог мечтать. Но какое же тут воровство? Тут другое: «Не спрошу я, откуда явилося что теперь в сундуках твоих есть. Знаю: с неба тебе все свалилося за твою добродетель и честь» (Н. А. Некрасов).

Номенклатурный рай тотального контроля без реальной ответственности. На малейшую критику отвечает полиция. Жандармерия на улицах. Запредельно-помойный отстой в госидеологии и госпропаганде. Поднявший самую ядовитую муть державной диктатуры, государственного культа, клерикального мракобесия, идиотской ксенофобии. Тупость, невежество и холуйство в сане гражданских добродетелей. Всемирный позор контрреволюционных истерик. Нескончаемый цирк мрачных клоунов – всегда помполитски озабоченных, с суровыми, словно с похмелья, выражениями.

И тысячи погибших в нескольких войнах. Дороговато обходится России и миру покой и благоденствие чиновников с их соловьями. «Мы так долго мечтали о спокойной жизни», – высказался как-то прессек Песков. Как, оказывается, скромны их желания. Об этой скромности, как в недавнем патриархальном анекдоте, «можно говорить часами».

Перед выходом из тупика надо освоить исторический вывод

Возвращаемся к изначальному вопросу: как можно было к такому привести? Не обошлось, конечно, без рукотворности, целенаправленности, принципиальной ставки на андроповскую полицейщину. Которая закономерно затребовала во власть и обслугу определённый контингент. Превращение карательного органа в ядро правящей элиты катастрофически ускоряет общественную деградацию. Учинить разнос быстрее способен только агитпроп. Всегда найдётся соцстрата, для которой нежить – единственно приемлемая жизненная среда. На неё и обопрётся олигархия. Догадаться об этом стоило двадцать лет назад. Но предпочли проглядеть.

В самом деле, стоило обличать ельцинизм, чтобы через двадцать лет – как в плохом кино – прийти к этим самоочевидным констатациям. Кстати, и некоторым искренним либералам, возмущавшимся в те годы «криминальной революцией», логично об этом задуматься. Есть базовое, насущное, ценностное. От которого нельзя отвлекаться на преходящие неприятности.

Но не в этом главное. А в том, что к знаменательной дате 9.8.99 не возникло прочных гражданских структур, способных обуздывать власть. Слабость власти от малых денег понималась как постоянная. Не предвиделось простой возможности: что деньги могут халявно обвалиться. В чём единственном и заключаются все расхваливаемые достижения режима: по дороге шли, кошелёк нашли. Закономерен и разворот последней пятилетки. Деньги кончились, отступать некуда, остаётся дубинка и решётка. Плюс натужный вой про осаждённую крепость, пятую колонну и мудрого вождя.

Как выходить из фантасмагорического тупика – это мы скоро увидим. История разворачивает свою панораму на наших глазах, буквально здесь и сейчас. И вывод налицо: нельзя верить хозяевам, если можно им не верить. И глаз не спускать на будущее.

I’m planning to start my own blog in the near future but I’m having a difficult time making a decision between BlogEngine/Wordpress/B2evolution and Drupal.
